NIDA/IRP is soliciting proposals for the purchase of human single
nucleotide polymorphism (SNP) probe arrays for use with the Affymetrix
GeneChip Instrument System in an effort to seek out genes related to
drug abuse. The SNP array needs to have 1000 single nucleotide
polymorphisms from the human genome represented on the probe array. The
1000 SNP's must be represented on a single probe arrays that must be
manufactured by Affymetrix. These probe arrays need to be used in the
Affymetrix GeneChip Instrument System; therefore, it is mandatory that
the manufacturer of the probe arrays be Affymetrix. The GeneChip
instrument consists of a Hewlett-Packard GeneArray Scanner, Fuidics
Station, Hybridization oven and a Workstation system. The SNP probe
arrays needs to be compatible with all the components of the Affymetrix
GeneChip system, as the SNP probe arrays are hybridized with
fluorescein-labeled dna target from experimental samples in the
hybridiazation oven washed in the fluidics station, scanned in the
GeneArray Scanner and subsequently analyzed by the specialized
workstation. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR subpart 12.6, as
supplemented with additional information included in the notice. This
announcement constitutes the only solicitation. Proposals are being
requested and written solicition will not be issued. Solicitation
NIDA-99-JCA007 herein is a request for quotation (RFQ). (The
solicitaton document, preovisions and clauses herein are those in
effect through FAC 90-46). The proposed solicitaton contained herein is
restricted to Small Business Concerns. Delivery of the procured
biological material shall be FOB DESTINATION, National Institute on
Drug Abuse, 5500 Nathan Shock Drive, Baltimore, Maryland #21224. The
Government anticipates to award a Firm Fixed-Price contract. The
following factors will be used to evaluate offers in descending order
of importance: 1) price, 2) technical capability of item offered to
meet the government's requirements, 3) past performance. Award will be
based on the lowest price, technically acceptable offer from a vendor
with a satisfactory past performance record. FAR 52.212-1 Instruction
to Offerors-Commercial Items and FAR 52.212-4 Contract Term and
Condition Items apples to this acquisition. The offeror shall submit a
completed copy of FAR 52.212-3 Offeror Representation and
Certifications-Commercial Items with its offer. Direct questions or

Baltimore, Maryland #21224 no later than the close business day of the
fifteenth day from the date this announcement first appears in the
CBD. Offerors are reminded that this announcement constitutes the only
solicitation and NO WRITTEN RFQ WILL BE ISSUED. Offeror shall submit
