Contracting Officer The National Cancer Institute (NCI), on behalf of
the National Institute of Neurological Disorders and Stroke (NINDS),
intends to procure on a sole-source basis, an upgrade from General
Electric Medical Systems for their Magnetic Resonance Imager(MRI). The
NINDS investigator believes that the aforementioned upgrade and
organization is the only known source that can satisfy their
requirement. The upgrade shall provide the following performance
enhancement features: Cine-three times faster than existing hardware;
3D- five times faster than existing hardware; reformat -- six times
faster than existing hardware; default display protocols -- for
customized image review; worklist filters to allow quick accss by
specifiying the patient name, patient ID, exam description, referring
physician, site name, date or modality, and compatibility to do
advanced applications. The upgrade shall be for an existing,
Government-owned, General Electric MRI, instrument number 301496NRM.
Shall be compatible and work with the existing MRI. Shall be the
Advantage Workstation Upgrade for Advantage Windows version 1.2 /2.0:
CT/MR Analysis Software Upgrade; and, 3D Analysis Software Upgrade.
Shall also include an 8Gb Hard Disk Option, additional 256Mb of RAM
U10, Network Cable Interface Kit (providing network interfaces from the
computer to the network) and a DICOM MOD Archive (5.25 inch Maxoptix
-2.3 Gb Read and Write of DICOM CT and MR images only). The Contractor
shall provide a Year 2000 Warranty for each hardware, software, and
firmware product delivered. The award will be in the aggregate for all
items listed herein. This is not a request for competitive quotation,
however, if any interested party believes it can meet the above
requirement, they may submit a statement of capabilities. Information
furnished must be in writing and must contain sufficient detail, to
allow NCI to determine if the party can meet the requirement.
Capability statements must be received in the contracts Office by 2:00
PM EST on September 15, 1999.If you have any questions, please contact

the government not to compete this proposed contract based upon
responses to this notice is soley within the discretion of the
Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
