r.a.manning@larc.nasa.gov. NASA/LaRC is hereby soliciting information
for potential sources for a specialized Global Positioning System (GPS)
receiver capable of operating with both C/A Code and the encrypted P(Y)
Code. NASA is involved in studies of GPS signals reflected from the
earth's surface, particularly bodies of water for the determination of
sea state and wind fields. Other applications exist and detailed
information can be supplied. There is a need to utilize both the L1 and
L2 transmitted frequencies of GPS in the reflection studies. The
operation of the receivers to be used in the studies will be nearly
identical with normal operation. In addition to reporting position, the
receivers to be used in the studies must have the added capability of
recording signal or power versus code phase delay. The receivers must
also be capable of processing signals from two sets of RF inputs at L1
and L2. Only suppliers who can produce receivers capable of
independently acquiring the encrypted P(Y) Code should respond to this
announcement. Detailed technical information describing the studies
will be made available for potential suppliers and direct discu ssion

not request a copy of the solicitation. If a solicitation is released
it will be synopsized in the CBD and on the NASA Acquisition Internet
Service. It is the potential offerors responsibility to monitor these
cites for the release of any solicitation or synopsis. Interested
offerors/vendors having the required specialized capabilities to meet
the above requirement should submit a capability statement of 10 pages
or less indicating the ability to perform all aspects of the effort
described herein. Responses must include the following: name and
address of firm, size of business; average annual revenue for past 3
years and number of employees; ownership; whether they are large,
small, small disadvantaged, 8(a), HUBZone, and/or woman-owned business;
list of customers covering the past five years (highlight relevant work
performed, contract numbers, contract type, dollar value of each
procurement; and point of contact -- address and phone number). Please
advise if the requirement is considered to be a commercial or
commercial-type product. A commercial item is defined in Internet "Note

information solicited. Respondents will not be notified of the results
of the evaluation. Respondents deemed fully qualified will be
considered in any resultant solicitation for the requirement. The
