Resultant contract is "no-cost" and only provides a discount fee for Official and a Concession fee for Unofficial travel with no expenditure of either appropriated or non-appropriated funds involved. Services to be provided for the period of 1 April 2000 through 31 March 2001 plus eight (8) 6-month option periods. Pre-proposal conference and site survey will be scheduled after solicitation is issued. This is a Best Value procurement and the contract resulting from this solicitation shall be awarded to that responsible offeror whose offer conforming to the solicitation is determined the best value to the Government in terms of technical acceptability, past performance, and discount offered. Offerors are advised that if during the term of the contract, DOD implements the DTS Regional Contract(s), and can provide the stated services, some or all of the options may not be exercised.
