Notice of intent to award sole source contract maintenance of the Metasys energy management system to Johnson Controls, Inc., 3021 West Bend Drive, Irving, TX 75063. Items to be maintained are Metasys operator work stations, Metasys network control units, Metasys application specific controllers and field devices. Sole source contract is necessary because field hardware devices are proprietary and many of them can only be obtained through Johnson Controls. Software is proprietary and part of the contract is that the contractor keep our system loaded with the latest versions of the Metasys software at no additional cost. Due to recent construction in various areas of the station, various devices and systems are currently under manufacturer's warranty. To bring in an outside vendor to maintan part of the system would only cause confusion and operational inefficiency as well as delays in corrective actions due to conflicts of responsibility. This contract is for October 1, 1999 through September 30, 2000 plus two (2) option years. This acquisition conducted under authority of FAR 6.302-1. This is not a request for proposal. A determination of the government not to compete this proposed contract based upon responsed to this notice is solely within the discretion of the Government, although all responses will be considered.
