intent of the National Library of Medicine (NLM) to procure personal
services for "Oracle Expertise in Support of Data Creation and
Maintenance." The Vendor is required to provide all or part of the
personal services listed below: 1) review the existing design of the
Data Creation and Maintenance System (DCMS) database to ensure the
database design will result in a correct, reliable and high-performance
application; 2) design a process to efficiently load 10+million
existing MEDLINE records into the DCMS (the input data source the
loading process will be in an XML file); 3) optimize the initial load
of the database to ensure loading of 10 + million record database in a
timely manner ( design must support subsequent additions to the
database on a daily basics. The data will be in a similar XML
structure); 4) design a process to verify the loaded data; 5) develop
and test the loading process using combination of SQL Loader, PL/SQL
and/or C; 6) monitor the load process and ensure the initial load is
successful; 7) design a process to extract data from the Data Creation
and Maintenance database an XML file; 8) monitor performance of the
DCMS application, determine necessary steps for resolution of
performance issues and execute these steps. The Government will provide
access to facilities and equipment including computer terminals,
microprocessor systems, access to the NLM LAN, and access to software
development products/tools as required throughout the period of
performance of this contract. The Government will provide normal office
work space and environment for the Vendor throughout the period of
performance of this contract. The services shall be performed on site
at the National Library of Medicine, Office of Computer and
Communications Systems, located in Building 38A, 8600 Rockville Pike,
Bethesda, Maryland. Normal tour of duty hours shall be 8:30 AM to 5:00
PM Monday -- Friday excluding Government holidays unless an alternate
schedule is mutually agreed to by both the Vendor and Government
representative. The Government may request the Vendor to work
additional hours in order to meet project schedules and goals. The
period of performance will be from date of award through January 31,

The Request for Proposal (RFP) will be available approximately fifteen
(15) calendar days from publication of this announcement. All
