supervision, as-builts and transportation to complete the consolidated
of MWR facilities in building A709 at USCG Integrated Support Command
(ISC) Kodiak, Alaska. Work includes, but is not limited to cutout and
demolish wall for new exit/loading doors, add to all interior sides of
wall insulation and gypsum board; add insulation; patch and repair
existing floor, level, and add new wearing surface; add new floor to
ceiling walls, with a pair of metl doors and finish; provide and
install new sink and eye wash stand with necessary drains and
utilities; demolish exterior walls for kiln exhaust hoods, and install
exhaust hoods; provide and install new interior lighting and exterior
exit/loading door overhead light, and wire and add controls,
receptacles for electric kilns, shop and office equipment in accordance
with the plans and specifications. The contractor shall complete all
work within 120 calendar days from award of the purchase order. The
estimated cost range for this project is between $25,000 and $100,000.
The work required by this solicitation is identified as Industry
Standard 1541 and the applicale size standard is $17.0 million dollars
in annual receipts for the past three years. Request for Quotation
package must be received in this office by the close of business
September 10, 1999. This procurement is issued pursuant to the Small
Business Competitiveness Demonstration Program, Public Law 100-656, as
implemented by the OFPP Policy Directive and Test Plan dated 8/31/89.
This is NOT a small business set-aside. All responsible sources may
submit a quote which shall be considered by the U. S. Coast Guard. For
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime subcontractor at
any tier. The DOT Bonding Assistance Program enables firms to apply for
quote, performance and payment bonds up to $1.0 million dollars per
contract. The DOT provides an 80% guarantee of the quote amount to a
surety against losses. Loans are available under th DOT Short Term
Lending Program (STLP) at prime interest rates to provide accounts
receivable financing. The maximum line of credit is $500,000. For
