The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Klaros Corporation, 19800 Lyndenwood Avenue, Beallsville, MD for technical support services to NIST's semiconductor metrology programs. This requirement is a follow-on effort for services previously provided. The support to be provided will contribute to the management and technical advancement of standards development programs in private sector organizations as a representative of NIST. These standards activities are integral to NIST's mission. This requirement is for a twelve month period of performance. FOB DestinationGaithersburg, MD.. No solicitation package will be issued. A Request for Quotation (RFQ) will be issued to Klaros Corporation. NIST's resources for conducting these activities are no longer available. These activities mainly involve external relationships requiring extensive experience, knowledge of historical events over a long period ("corporate memory"), foreign language skills, and specialized technical knowledge. They are important to the conduct, delivery, and application of NIST's semiconductor metrology development work and must be sustained. Klaros Corporation is the only vendor capable of performing this service because Key Personnel, Mr. Scace, is an expert in the metrology and standards for microelectronics manufacturing technology and has actively contributed to the development of industry standards for semiconductor and microelectronic manufacturing for the past 40 years. It would not be possible for another vendor to achieve this level of understanding in the time required for the completion of this contract.
