[405]739-3367 Services Non-Personal: Contractor shall provide all
labor, tools, parts, equipment, materials, transportation, and any
other incidentals necessary to dispose of debris (dirt, rockes, trees,
etc), concrete, and other forms of non-hazardous waste materials at
Tinker AFB OK. This procurement will be a 100% Small Business
Set-Aside. Period of Performance will include a one (1) year Basic
Period and four (4) one-year Options. The Request for Proposal (RFP),
number F34650-99-Q-1362, will be issued electronically and may be
obtained exclusively by accessing the Government's Electronic Posting
System (EPS) website. The EPS homepage address is http://www.eps.gov.
Once you have accessed the EPS homepage, follow these links to the
Business Opportunities page for this procurement: 1. On the EPS
homepage, click on "EPS for Vendors". 2. On the next page, locate the
row "USAF" and click on "offices". 3. On the next page, locate the row
"Air Force Materiel Command" and click on "locations". 4. On the next
page, locate the row "Tinker Air Force Base Contracting, Tinker AFB
OK" (3rd from bottom) and click on "posted dates". 5. On the next page,
scroll down to the date 19 AUG 1999 (or approximate) and locate
"Disposal of Debris and other Non-Hazardous Waste Materials from Tinker
AFB OK" and click on "synopsis". This will take you to the Business
Opportunities pgae for this procurement. You are also encouraged to
register in the "Notification Registration" located on the EPS
homepage. This will allow your company to be notified of changes and
amendments regarding this RFP. Approximate issue date for the RFP is 01

Ombudsman has been appointed to hear concerns from offerors or
potential Offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to
source of the concern. The Ombudsman does not participate in the
