Interior is interested in receiving capability statements from
contractors who can provide commercial-off-the-shelf software which
will establish and maintain a secure internet world wide web based
repository. The Repository will store Departmental policy directives,
including the Department Manual chapters, Secretary's Orders, and
Office Bulletins. The repository shall allow for viewing, searching and
retrieving by anyone from anywhere.The repository may be expanded to
store Bureau documents or other Departmental or Bureau policy
documents. The repository shall have the following general functional
capabilities: Be a user friendly web site so that users with limited
computer knowledge can access the repository and obtain the information
wanted. Access should be available to anyone from anywhere with
Internet access and web browsing capability. Users should not be
required to have an ID or access code and password to log into the
repository and retrieve information. The repository should be
accessible 24 hours a day, 7 days a week. The repository shall support
a minimum of 100 concurrent users and should be scalable to allow for
increased users. Use statistics shall be maintained and the number of
concurrent users may be increased as necessary. All documents in the
repository shall be maintained in HTML format, for viewing with a
browser, and in WordPerfect format, for downloading. Each current DM
Chapter, Secretary's Order, and Bulletin has a unique number. The
archives consists of superseded, expired, or outdated historical
documents. The archive must be capable of storing multiple copies of DM
Chapters, Secretary's Orders, and Bulletins which have the same number
documents but differ only by content and date. The storage of
documents shall accommodate graphics, in GIF or JPG formats, such as
tables; bar, pie, and line charts; simple maps; and organization
charts. The repository shall provide text only for users without
graphic capable access devices. The repository shall have a full text
search capability for the stored documents. A user shall be able to
search by any word or phrase in the documents or titles or by the date
of the document. The search shall be capable of Boolean logic. The
user shall have the option of choosing the search only the active
documents, or only the archived documents, or both active and archived
documents. The repository shall be read only and protected against
unauthorized changes. Also the repository shall have safeguards to
prevent the accidental or unauthorized destruction of documents. The
printing or downloading of documents shall be possible. The repository
shall maintain a continuous log of changes (updates, additions, or
deletions) to the stored documents. The repository shall prevent the
loss of documents due to system failures, operator errors, and
unauthorized destruction. Security provisions shall be built into the
repository using automated backup and restore procedures. The
repository shall store and provide all functional capabilities for both
acurrent set of documents and the archive of those documents. The
repository shall provide for a context sensitive HELP capability. DM
Chapters and Secretary's Order specific capabilities: The repository
shall consist of and maintain the following: The current DM Chapters.
An Archive of DM Chapters. The current Secretary's Orders. An Archive
of Secretary's Orders. A Table of Contents for each. A chronological
list of changes for each.. Bulletins specific capabilities: The
repository shall also have the capability to provide multiple Office
Bulletin sections, the number of which will be determined by the
various offices in the Office of the Secretary who need to provide
their bulletins to Department personnel and the public. Each Bulletin
section shall consist of and maintain the following: The current
Bulletins. An Archive of Bulletins. A Table of Contents. A
chronological list of changes. Repository operations capabilities: The
repository shall provide for add, replace, and archive actions for DM
Chapters and Secretary's Orders. For Bulletins, the repository shall
provide for add, amend, and archive actions. The Bulletins amend action
will replace the entire Bulletin and change the bulletin number by
added A1 or A2 or A3 or ... as required. Actions will be initiated upon
receipt of a WordPerfect document in a special holding area and the
completion of a change summary sheet by the user in the office
responsible for the document. The documents to update the repository
will be prepared in WordPerfect format and uploaded to the holding
area. The update process will consist of the following: Convert the
WordPerfect document to HTML. Create hypertext links to other
repository documents.* If the new document replaces an existing
document, move the superceded document to the archive. Revise the
Tables of Contents for both the current and archive. Revise the
Chronological List of Changes. Move the WordPerfect document from the
holding area. * The repository shall have the capability to
automatically create a hypertext link to a DM Chapter document in the
repository when there is a reference. For example, when a DM Chapter or
a Bulletin includes a reference such as "... as detailed in 321 DM 12."
the conversion process from WordPerfect to HTML will change the
reference (321 DM 12) to a hypertext link (321 DM 12) so that the user
could go to the referenced DM chapter with only a mouse click.
