Division, NSWC, Panama City, Florida intends to award a sole-source
contract to GETAC Incorporated, 15273 Alton Parkway, Irvine, CA 92618
for the acquisition of laptop computers for use in the AN/SQH-4 Battle
Space Profiler (BSP). The BSP is a combat performance prediction
system designed to collect and display essential environmental data and
to estimate mine countermeasures (MCM) combat system performance and
mission effectiveness using Navy certified models. The system will be
capable of collecting environmental data and projecting tactical
performance against the mine threat in water depths ranging from 30 to
600 feet. The most important component of the BSP is a shipboard
computer station for data collection, processing, and display of
information. This acquisition is unsuitable for full and open
competition for the following reasons: All of the components of the BSP
system must successfully complete a rigorous test series including hot
and cold temperatureexposure tests and shipboard vibration tests in
accordance with MIL-STD-810E and MIL-S-901D. Use of any other laptop
computer system would necessitate extensive, time-consuming, and costly
recertification for the shock, vibration, and thermal test
requirements. It is estimated that re-qualifying the BSP system would
cost approximately $15,000 and would take an additional six (6) months
to complete thus significantly delaying delivery of the BSP to the
fleet. Additionally, the shock mount aboard ship has been designed,
fabricated, and installed aboard the required U.S. Navy ships. It is an
absolute requirement that access to all ports, connections, CD-ROM
drive, and floppy drives are available while mounted in the shock
mount. Since the physical size, weight and orientation of the laptop
components determine the system response to shock loading and
vibration, any changes in these characteristics from the design already
tested would require additional shock and vibration testing necessary
to certify the BSP system for U.S. Navy use. In summary, GETAC
Incorporated clearly represents the only source that can successfully
provide the required equipment. The laptop computers shall be delivered
and installed no later than 15 Oct 1999. Note 22 applies. Posted
