clarification to the requirements for the High Temperature Infectious
Waste Incinerator with Dual Chambers. This information is provided in
response to questions received from various vendors. The original CBD
notice appeared on July 30, 1999. 1. Whole animals weighing up to 600
pounds are not eviscerated, can be fresh, frozen boxed or barreled. 2.
Soiled large animal bedding is also material to be incinerated at a
batch load rate up to 600 pounds daily, seven days per week. 3. Rate of
incineration may include weekends and holidays. 4. Type 4 burning rate
of 200 pounds per hour minimum. 5. Whole animals, or animal parts are
manually loaded from the bucket of a wheel tractor or front-end loader
into the incinerator using the door located on the end of the primary
chamber. Animals or animal parts can also be loaded into the
incinerator using the feed ram. 6. Hydraulic feed ram with a material
capacity of 1 cu. yard hopper, a minimum feed opening of 28 in. x 29
in.,feed depth of 29 in., and stroke of 64 in. is required. 7.
Incinerator must have controls for batch feed and guillotine charging
door for continuous operation. 8. Integration controls and engineering
for future scrubber including tee and cap installed in stack. 9. Stack
height of 27 ft. 2 in. including stainless steel spark arrestor,
stainless steel rain cap, outdoor weatherization kit and roof
penetration kit. 10. Incinerator must be located on existing 16 ft. x
27 ft. outside cement slab. 11. Incinerator control panel must include
chart recorder (two pin) for temperature monitoring. 12. Primary
chamber hearth area 32 sq. ft. 13. Primary chamber volume 108 cu. ft.
14. Primary chamber burners, two (2) each, adjustable to 800 000
BTU/hour. 15. Secondary chamber burners, two (2) each, adjustable to
1,200,000 BTU/hour. 16. Existing incinerator to be replaced ACS Model
CAI-150SPL. 17. 0.015gr/dscf is to replace -015 gr/dscf as stated in
the CBD notice which appeared on 7/30/99 (with addition of the
scrubber). The date set for receipt of proposals is extended to
September 1, 1999. All offers shall be sent to the USDA, Agricultural
Research Service, ATTN: Rita Abeyta, Contracting Officer, 800 Buchanan
Street, Room 2021, Albany, CA 94710. Faxed offers will not be
accepted. All offers must be received by 4:00 p.m., local time, Albany,
CA. Offers must include descriptive literature for the equipment being
