It does not constitute an invitation for bids, request for proposals or request for quote at this time. The NAVSTAR Global Positioning System (GPS) Joint Program Office (JPO) requests information regarding industry's current (or near term) capabilities relating to the ability to produce a form, fit and function compatible follow-on (FO) system to the GPS Antenna System 1 (GAS-1). The GAS-1 FO may be procured to complete Congressionally mandated installations of GPS receivers with anti-jam (AJ) capability. The potential production is 1000 or more Antenna Electronics (AE) and 400 Controlled Reception Pattern Antennas (CRPA) over a possible contract period of FY01 to FY05. GAS-1 FO will be procured as a Non Developmental Item (NDI). The GAS-1 is composed of two Line Replaceable Units (LRU): the CRPA and the AE. The CRPA is a seven element antenna aperture designed to receive right hand circularly polarized (RHCP) radiated signals from the GPS satellites at L1 (1575.42 MHz) and L2 (1227.60 MHz) frequencies. The CRPA couples these radio frequency (RF) signals to the AE via seven coaxial cables. The AE conditions the RF signals and outputs a composite L1 and L2 RF signal to two RF-input GPS receivers as well as to two separate L1 and L2 intermediate frequency (IF) channels (173.91 MHz) that connect to an IF-input GPS receiver. The GAS-FO will be required, as a minimum, to meet all the performance requirements specified in the GAS-1 System/Segment specification, SS-GAS-300A and its four appendices. The capability of performing simultaneous jamming suppression on L1 and L2 will be considered as a potential improvement that could be required for the AE. In addition, Pre-Planned Product Improvements (P3I) may be included as part of this acquisition. Examples of potential P3I include: (1) requirement for the GAS-FO AE and CRPA to be compatible with the signal designs currently being considered under the GPS Modernization program. Potential increased satellite signal power and bandwidth are among the signal changes that may have to be accommodated; (2) incorporation of a beam steering capability; and (3) compatibility with high accuracy Real-Time Kinematic Differential GPS (RTK DGPS) systems such as the Joint Precision Approach and Landing System (JPALS). As a minimum, respondents to this Sources Sought Synopsis should provide a statement of capability (SOC) responding to the following areas concerning this potential solicitation. The SOC should be no more than ten (10) pages. Please identify prime or subcontractors you are considering teaming with at this time. Please provide specific details and relevance. The Government will not recognize costs associated with this SOC. 1. Describe your company's experience with the development and/or production of GAS-1 or other GPS anti-jam (AJ) or similar antenna systems. Indicate applicable experience with antenna electronics and antenna array development and production. List contract, duration, product and Government point of contact. If your product does not meet the form, fit and function requirement of the GAS-1 specifications, could it be modified to meet them? If so, how long would the effort take? 2. Describe your company's production facilities relevant to this potential offer. Explain relevant engineering and production personnel work on antenna products within your company. 3. Describe any research and development activities your company is pursuing that would apply to providing a GAS-1 or GPS AJ antenna system. 4. Describe your company's experience as a system integrator managing other engineering, production or service companies. Does your company have experience in GAS-1 or GPS antenna and antenna electronics installation in multiple service and agency platforms? With which GPS platforms? 5. Define the critical processes that need to be employed if this effort results in an acquisition. Explain the process philosophy, standards and practices, applicable current company ratings your company use, and explain why they are effective. Has your company teamed with other companies to support development and/or production of a product? 6. Describe your company's performance as a contractor logistics support or warranty servicing for GPS antenna system products. The SOC is due 45 days from this notice. The Government will use this SOC to help determine if adequate competition exists. The SOC and all related communications will be considered proprietary, competition sensitive unless marked otherwise.
