Under authority granted in FAR 6.302-1, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Lockheed Martin to perform the development of source code for the biokinetics module of the All Ages Lead Model, and to revise the source code for the exposure and absorption modules of this model. The biokinetics module must be consistent in programming style and quality assurance standards previously set for the development of the exposure and absorption modules, including the use of third party database management software. The reason that Lockheed Martin is uniquely qualified is that, having developed the exposure and absorption modules of this software, they are familiar with the code development requirements for the biokinetics module, with the style of the required user input windows, and with the complex data management system that transfers data from the exposure module to the absorption and biokinetic modules.
