Action (NOCA). This CBD announcement constitutes a modification to
Solicitation No. F19628-99-Q-0008 advertised in the Commerce Business
Daily on 25 Jun = 99. The Theater Deployable Communications, Integrated
Communications Access Packages (TDC/ICAP) is a system designed to
provide a local and metropolitan area switched communications fabric
for internet protocol, voice, and video data for a deployable,
ground-based tactical communications infrastructure. The package is
comprised of commercial off-the-shelf (COTS) circuit switches, hubs,
routers, multiplexers, and encryption devices. This modification
corrects and clarifies all of = the part number designations previously
synopsized on 25 Jun 99, as well as corrects the quantity of one of the
items. The items and quantities are = to be acquired and priced under
one order (Part Numbers (PN) are OCC designation and identify raw
material from which desired cable = lengths and assemblies are made):
Fiber Optic CableB-Series Military Tactical, 6-Fiber, 62.5/125=B5m,
(PN=3D RK990715-01), 1500-foot reels without connectors, Qty 17
(previous quantity 15); Fiber Optic Cable, B-Series Military Tactical,
2-Fiber, 62.5/125=B5m, (PN=3DRK990715-02), 40-foot = lengths, (patch
cords) with metallic ST connectors with zirconia ceramic = fasteners,
Qty 62; Fiber Optic Cable, B-Series Military Tactical, 2-Fiber,
62.5/125=B5m, (PN=3DRK990715-02), 20-foot lengths, (patch cords) with
= metallic ST connectors with zirconia ceramic fasteners, Qty 42. ESC
proposes to award an order during September 1999 to Anicom Corp., to
acquire the = parts and equipment required in support of a previously
competitively awarded TDC/ICAP contract. Three (3)(previous quantity 1
reel)1500 foot reels = of 6-fiber, fiber optic cable
(PN=3DRK990715-01), and twenty (20) patch cords (PN=3DRK990715-02) each
= forty feet long, will be delivered to Robins AFB, GA. The remainder
of the = items will be divided evenly between the following seven
units: Shaw AFB, = SC; Dyess AFB, TX; Elmendorf AFB, AK; Davis-Monthan
AFB, AZ; Tinker AFB, = OK; RAF Lakenheath Brandon, Suffolk, England;
and Cannon AFB, NM. Specific shipping instructions will be provided in
the awarded purchase order. = The locations for delivery have not
changed from the previous synopsis = except that the items for delivery
to Alaska and England will be delivered to ESC/DIGD, Hanscom AFB, MA.
FOB point is destination. Delivery is = required by 30 Sep 1999. The
proposed contract action is for parts and equipment for TDC/ICAP and
the specified AEF units for which the Government = intends to solicit
and negotiate with one source under authority of FAR = 6.302-1. Other
interested firms should submit statement of qualifications, along with
supporting documentation to ESC/DIGK, Bldg. 1612, 5 Eglin Street, =
Hanscom AFB, 01731-2100, Attn: Ms. Cathy Mirra or by fax to (781)
377-5650. Responses must be received no later than close of business on
27 Aug = 99. Responses must include the company name; address; DUNS
number, CAGE = code; Tax Identification Number, size of business (i.e.,
large business, = small business, very small business, small
disadvantaged business, HUBZone = small business, 8 (a) concern, or
women-owned small business); whether U.S. = or foreign owned entity,
and a point of contact in their response. The Government anticipates
award of the order on or about 7 Sep 1999. An Ombudsman has been
appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, = but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When = requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
