synopsis/solicitation for consulting services for training on
Authorware and its functions and capabilities in accordance with the
format in FAR Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; offers are being requested and a written solicitation
will not be issued. The solicitation number is EMV-1999-RQ-0056 and is
issued as a Request for Quotation (RFQ). The provisions and clauses
are those in effect through Federal Acquisition Circular 97-12. This
procurement is a small business set-aside. The SIC Code applicable to
this RFQ is 8742. The small business size standard is $5.0 million.
SPECIFICATION OF SERVICE: The training will be held at FEMA's National
Processing Service Center in Denton, Texas (Texas NPSC) 2026 W.
University Drive, Denton, Texas 76201. Authorware will be used to
develop and present Computer Based Training (CBT) for FEMA personnel.
Contractor will provide assistance and hands-ontraining with Linear
Lists, programming with Authorware to ensure accurate tracking
compatibility with Pathware, programming of functions and variables,
interactions with multiple text entry, evaluation procedures for
correct and incorrect responses, exporting student data to files and
Pathware databases. Contractor will analyze existing work and provide
feedback regarding current and future development. Contractor will meet
with Resource Development Group as a whole to discuss possibilities and
challenges presented by CBT development. Provide programming knowledge
to complete the compatibility process with Pathware. Contractor will
provide training to a group of 10 FEMA employees and also provide
one-on-one training. The period of performance will be for 30 days for
on site consulting in one-week a-month increments. Delivery
requirement will be specified in the award document. PROFESSIONAL
REQUIREMENTS OF CONTRACTOR: Experience in providing CBT training.
Experience in speaking, presenting and instructing groups of ten people
and also one-on-one basis. Contractor will be consultant to a group of
ten people. Contractor must have at least 5-years experience in
providing this training. DESCRIPTIVE LITERATURE: Contractor is
encouraged to submit commercial literature describing their operations.
Offerors must provide information on their past performance to include
references. Contractor to provide capabilities to provide these
services in accordance with FAR Clause 52.212-1 "Instructions to
Offerors -- Commercial Items" section b (f). Failure of an offeror to
submit capabilities will result in their company being rejected from
further consideration. A best value determination will be made based on
the following in order of importance (1) Technical Capabilities (2)
Past Performance and (3) Price. The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The requirements
detailed in this solicitation shall be used as criteria to evaluate
offers. Contractor must meet all the requirements detailed within this
solicitation. Technical is of greater importance when compared to
price. The government will utilize Best Value Procedures IAW FAR
Subpart 13.106 for making award. PROPOSAL PREPARATION INSTRUCTIONS: The
provision at 52.212-1, Instructions to Offerors -- Commercial Items,
applies to this acquisition. Offerors shall provide a firm fixed-price
for Item 001: Cost per day of training for a total of 30 days. Travel
expenses will be the responsibility of the contractor. Place of
performance is as indicated above. Successful contractor must meet all
the responsibility requirements of Subpart 9.1 of the Federal
Acquisition Regulation (FAR). A written notice of award or acceptance
of offer, mailed or otherwise furnished to the successful offeror,
shall result in a binding contract without further action by either
party. Offerors are to include a completed copy ofthe provision at
52.212-3, Offeror Representations and Certifications-Commercial Items,
with their response. The following clauses also apply: 52.212.1
