is an update to the Broad Agency Announcement (BAA) from the National
Reconnaissance Office, Office of Space Launch, Advanced Programs
Division (OSL/APD). The mission of the Advanced Programs Division is to
investigate and develop concepts and technologies that will enable the
NRO to meet future launch needs. Our goal is to develop technologies
that provide the best possible launch capabilities for our users when
and where needed in the most cost-effective manner. Proposed research
should investigate truly new and unique approaches and techniques that
lead to, or enable revolutionary and evolutionary improvements in
capability, performance and cost. Offerors may submit proposals on any
topic either contained within this BAA or related to a BAA topic.
Prior to submitting a proposal, offerors shall contact the technical
points of contact, identified with the description of the corresponding
research. Offerors are cautioned that only a Contracting Officer may
obligate the Government to any agreement involving expenditure of
Government funds. This BAA shall remain in effect until 31 May 2000.
Proposals may be submitted at any time prior to 31 May 2000, however,
the Government intends to evaluate proposals at regular intervals until
31 May 00. All proposals received prior to the following dates will be
evaluated during the identified period. Period 1: 30 May 99; Period 2:
10 Sep 99; Period 3: 7 Jan 00; and Period 4: 31 May 00. All written
communications, including submissions of proposals pursuant to this
BAA, shall be forwarded to the OSL Contracting Office Point of Contact,
Mr. Merrill Huler, Contracting Officer, who can be reached at (310)

the technical points of contact listed in Section 1 herein. SECTION 1
RESEARCH INTERESTS: Specific technology areas of interest for this BAA
are listed below: 1.1 Web-based Integration Process: The Office of
Space Launch is interested in innovative processes maximizing reuse of
launch documentation, analyses, and procedures. We are trying to
provide information and integration processes to insert needed
information into pre-configured templates at the spacecraft
integrator's fingertips. Identify existing processes, tools, and
interfaces that might be used in this structure (e.g.: launch vehicle,
space vehicle, requirements, analysis, test, integration, range, Air
Force Satellite Control Network (AFSCN), launch processing, data
transfer, configuration of launch pad and space vehicle processing
facilities, procedures, test, schedules, and launch communication).

Space Technology Demonstrations (Rideshare scheduling and opportunity
matching). Discuss the need for a broker to represent the small payload
community. Define the services this broker would have to provide.
Define the necessary information launch service providers would need to
enable a consortium of small payloads to achieve low-cost access to
space. What is an achievable or desire cost per pound to facilitate a

Liller (703) 808-2334. 1.3 Risk Management. Tailor or develop
benchmark processes that enable risk evaluation to be addressed at
selected space vehicle/launch vehicle design and integration

416-7970. 1.4 Standards and Best Practices. Develop a representative
process flow and description for commercial and NRO launch integration.
Identify areas to leverage "best practice" standards across the

808-4230. 1.5 Spacecraft Bus/Launch Vehicle Design Simplification. The
Office of Space Launch is interested in innovative ideas for
simplifying the process of integrating payloads, spacecraft buses, and
launch vehicles. This process is currently a lengthy, iterative design
process between the payload, spacecraft and launch vehicle providers --
progressing as the spacecraft design point matures. Technical Point of

Define a five and a ten-year outlook for spacecraft processing (at the
launch base or factory). Technical Point of Contact: Mr. Jeff Jacobs
(407) 853-9906. 1.7 Reusable Launch Vehicles (RLV). The Office of Space
Launch is interested in tracking the progress of the emerging RLVs and
investigating their ability to help the NRO accomplish its mission.
Identify operational, development, or reliability hurdles that must be
overcome. Identify key development milestones. Provide recommendations
for system architecture requirements (spacecraft dimension and orbit
parameters best suited for each type of emerging RLV). Identify
timeframes in which satellite and/or system parameters must be supplied
in order to support the RLV design process. Provide recommendations for
test and/or use of an RLV in a mixed Reusable Launch Vehicle/Expendable
Launch Vehicle fleet. Investigate ways that emerging RLVs can impart
evolutionary or revolutionary changes to accomplish the NRO mission.
