COMMERCE BUSINESS DAILY ISSUE OF AUGUST 18,1999 PSA#2412SP -- REQUEST FOR INFORMATION FISSION PROPULSION SPACE TRANSPORTATION
CONCEPTS REQUEST FOR INFORMATION -- FISSION PROPULSION SPACE
TRANSPORTATION CONCEPTS NASA/ MSFC is interested in possible Future-X
in-space transportation concept(s) involving fission propulsion and in
cost-sharing partnerships with industrial firms who perceive there is
a potential for commercial use of this technology. In order to most
plan effectively for future efforts, and to assess the viability and
interest in cost-sharing partnerships in this area, the information
listed below is requested by August 31, 1999. All data received will be
treated as proprietary and will not be disclosed outside of NASA. 1.
Identify the nature of the market you would address (i.e. what does
your system do). Why is this a viable commercial market? What
assumptions would you make to ensure financial viability? How is
fission propulsion enhancing or enabling to this market. (Note: it is
not necessary to, at this time, detail your intended market manifest,
however the more information you can provide to NASA MSFC, the more
readily we can ascertain the realities of the market assessment). 2.
Identify the concept you would employ to address the market identified
in 1., above. This should include as much detail as possible to allow
us to understand your overall system approach and determine whether or
not NASA MSFC can participate in this cooperative effort. 3. Provide
readily available information regarding your company, possible team
members and key personnel capabilities as they relate to your concept
and approach. 4. What role do you envision NASA and MSFC playing in the
development of this concept? 5. Identify the launch system(s) you would
prefer to employ in launching this concept. What would be required to
ready the launch system for launch of your package? 6. How do you plan
to address safety and regulatory requirements? 7. Identify
programmatic issues including cost, schedule and risk assessment you
could anticipate for your particular concept. Identify ROM cost and
schedule estimates for implementing your concept and thepotential ROM
contribution that your firm may be able to contribute. There is no
commitment from NASA to execute a fission propulsion program and NASA
will not compensate a contractor for providing this information. This
is a request for information for planning purposes only. The technical
point of contact for this effort is Melissa Van Dyke, telephone
