(SCS), under authority of 41 U.S.C 253(c)(1) only one responsible source. SCS will continue the existing work scope for expertise in the area's of risk allocation and financial engineering which includes: structuring and negotiating project financing, analyzing financing alternatives, evaluating the impact of regulatory changes of projects, performing feasibility studies for proposed privatization efforts, and developing tailored contract provisions to meet programmatic needs and implement innovative business strategies.
