The Coast Guard intends to negotiate with the Original Equipment Manufacture (OEM), Sikorsky Aircraft Corporation, as the only known NAVICP-PICA certified source of supply. Offerors, other than the OEM, must possess NAVICP-PICA certification as a certified source of supply and must provide proof of such prior to contract award. Interested parties, other than the OEM, must provide written responses to this synopsis including prices and technical data sufficient to determine capability and a copy of the PICA certification.
