SYNOPSIS/SOLICITATION IAW FAR 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSAL ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. (ii) The solicitation number for this
acquisition is M67004-99-R-0022 and is issued as a Request for
Proposal (RFP). Proposals are requested consisting of pricing and
technical capabilities for crane way alignment of the 75 and 30-ton
overhead cranes within the Maintenance Center aboard the Marine Corps
Logistics Base, Albany, Georgia. Technical proposals shall augment with
a sufficiently detailed description of plans or alternative approaches
to meet this requirement. (iii) This RFP incorporates provisions and
clauses in effect through the 1997 Federal Acquisition Circular 97-12.
(iv) N/A. (v) A Firm-Fixed-Price contract will be issued that meets or
exceeds the requirements as listed in paragraph (vi) in support of the
following Contract Line Item Number (CLIN). CLIN 0001 Vertical and
Horizontal Laser Alignment of the 30 ton Runway, one each, and the 75
ton Runway, one each. The scope and work requirements for CLIN 0001 are
listed in paragraph (vi). The desired completion date for this effort
is 30 days or less. If the offeror can provide completion sooner than
the 30 days requested, offeror should propose this lessor duration and
will become a significant factor in the contract evaluation criteria
for award. (vi) Successful completion of this contract will require: 1.
Vertical and Horizontal Laser Alignment of both the 30 ton and 75 ton
runways upon completion will meet all applicable Crane Manufacturers
Association of America (CMAA), crane manufacturer's, state and federal
safety performance requirements. The expressed minimum acceptable
tolerances are: A. Crane Span  (L) Measured at Crane Wheel
Contact Surface: Maximum L = L + A, Minimum L = L -- A Overall
Tolerance: L < 50' A = 3/16" L > 50' < 100' A = " L > 100'
A = 3/8" Maximum Rate of Change: " IN 20'-0" B. Straightness (B): +B
 -B Overall Tolerance: B = 3/8" Maximum Rate of Change: " IN
20'-0" C. Elevation (C): +C   -C Overall Tolerance: C
= 3/8" Maximum Rate of Change: " IN 20'-0" D. Top Running Transverse
Rail to Rail Elevation (D) on Span L and Transverse Girder to Girder
Elevation Under Running (D) on Span L: Overall Tolerance: L < 50' D
=  3/16" L > 50' < 100' D =  " L > 100' D =
 3/8" Maximum Rate of Change: " IN 20'-0" In case of conflict
with the tolerances from recognized sources, the tolerance that is
expressed in terms allowing the least deviation will take precedence.
The contractor will be required to supply certification that runways
meet all applicable crane manufacturer's, CMAA, state, national safety
and performance requirements. 2. Contractor will install safety cables
on each side of crane runways. Cables will meet all OSHA requirements.
3. Contractor will provide and install new runway girder to column tie
backs on both runways. 4. Contractor will remove existing welded runway
clips, furnish and install new runway clips. 5. All work will be
accomplished during non-production hours. The available work hours
consist of 5:30 PM until 6:30 AM Monday through Saturday and 5:30 PM
Saturday until 6:30 AM Monday. Cranes must be fully operational during
production hours. 6. Contractor will furnish all necessary and/or
required safety equipment and observe all state, federal safety
regulations. (vii) Alignment services will be performed aboard the
Marine Corps Logistics Base, Albany, Georgia. Inspection and acceptance
for alignment services shall be performed at destination by Maintenance
Center, Building 2200 engineering point of contact or his
representative. (viii) FAR provision 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. The SIC Code is 8711
with a size standard of 2.5M in annual receipts. The Government
intends to evaluate offers and award without discussions with offerors.
Therefore, the offeror's initial offer should contain the offeror's
best terms both in price and technical standpoint. However, the
Government reserves the right to conduct discussions if later
determined by the Contracting Officer to be necessary. The following
addendum applies: Addendum 1) Offeror's written proposals shall address
the following areas: technical, management, past performance, price and
delivery, price-related factors, supplying all information identified
in this solicitation as follows: Technical: Offeror shall provide
convincing evidence that its proposed effort will meet all technical
requirements as described in paragraph (vi). Management: Offerors shall
briefly describe their proposed management approach for: a) meeting the
scope and work requirements specified in paragraph (vi). b) providing
all necessary crane way alignment certifications and safety equipment
specified in paragraph (vi). Past Performance: Offeror should provide
information regarding successful past performance on similar
engineering alignment service contracts to provide assurance of the
offerors ability to meet the scope and work requirements specified in
paragraph (vi). Cost: Offerors "Best" price for all of the alignment
services specified in paragraph (vi). (ix) FAR provision 52.212-2,
Evaluation-Commercial items, is applicable to this acquisition. Tailor
paragraph (a) as follows: [insertion one] Technical, management, past
performance, price, delivery, and price related factors considered in
descending order of importance as listed here. [insertion two] Also,
when all other factors are combined they are more important than price.
A superior technical proposal may be selected if its higher price is
justified by additional technical features offered in comparison to a
lower priced technically acceptable proposal. Furthermore, the
Government may reject any or all offers if such action is in the public
interest and waive informalities and minor irregularities in offers
received. (x) FAR provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, is applicable to this acquisition.
Complete this provision, and submit with offer. (xi) FAR clause
52.212-4, Contract Terms and Conditions-Commercial Items, is applicable
to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, is applicable to this acquisition. (xiii)
Technical acceptability will be determined by information submitted by
the offeror providing a description in sufficient detail that
documents the offerors ability to perform successfully the specified
engineering alignment services described in this requirement.
Department of Labor Wage Determination 94-2131(4) applies for Machinery
Maintenance Mechanics; 23530 at $16.69 per hour. All responses to this
RFP shall be in writing. Include Federal Tax Identification Number
(TIN) and Central Contractor Registration number (CCR) with your offer.
(xiv) DO-S10 (xv) N/A (xvi) The closing date for receipt of offers is
1300 EDST on the 15th day after the date this notice is published in
the Commerce Business Daily. In the event that the 15th day falls on a
Saturday, Sunday or a Federal holiday, the period extends to 1300 EDST
on the next day that is not a Saturday, Sunday of Federal holiday.
