The Naval Research Laboratory (NRL-SSC) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1) with C & M Technology, Inc., Old Saybrook, CT, for refurbishment of both the NRL Horizontal Array and the associated Array Recovery System. Tasks associated with this effort shall include the following: For tasks associated with Array refurbishment, the Contractor shall (1) provide and install 32 new CM100HP hydrophones, (2)intersperse an additional 32 CM100HP hydrophones with the existing phones to provide 1.25 meter spacing between hydrophones for increased spatial resolution; (3) provide and install 4 new upper and lower tile/heading packages with pressure sensors to allow vertical use; (4) replace array cable and restore all conductors to original operating condition; (5) restore hair fairing to original condition along the length of the array; (6) replace all connectors with new connectors; and (7) pressure test and calibrate the array upon completion. Tasks associated with refurbishment and revision of the existing Array Recovery System shall include the following: The Contractor shall (1) provide and install a new stand and reel to accommodate fiber optic umbilical cable plus two acoustic arrays with sufficient capacity to hold the umbilical plus 250m of 2.5""diameter array cable with an additional 3" of clear flange; (2) provide for level wind and remote control options for uniform stowage of the umbilical cable; (c) provide a 40HP motor to ensure against overheating during system recovery; and (4) provide for operation on 230/460 VAC, 3 phase, 60 Hz. power.
