V -- AEROMEDICAL EVACUATION SOL USZA92-99-Q-0023 DUE 091099 POC Karen Glass, Contracting Officer (910) 432-6145 17(i). This is a combined synopsis/solicitation in accordance with the format in FAR Subpart 12.6, and FAR 13.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued!! 17(ii). The solicitation number, USZA92-99-Q-0023, is issued as a Request for Quotation (RFQ). 17(iii). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. 17(iv) This procurement is unrestricted. All responses from responsible sources will be fully considered!! 17(v). This contract action is for Aeromedical Evacuation from Africa. Period of Performance is 12 months. Services necessary to stabilize, sustain and transport a soldier with life, limb or eyesight threatening injuries from the point of injury to a center for definitive care from the continent of Africa. These services will be required in the event of a life, limb or eyesight threatening injury to any member of 3rd Special Forces Group (Airborne) while deployed to the African continent. Services will include but not be limited to basic and advanced life support, resuscitation, stabilization, sustainment of vital functions, evacuation by appropriate means from remote point of injury and transport to point of definitive medical coverage. Provisions will also be made for medical accompaniment by a team member and assistance with return of that team member to the deployment site. Services will be required 24 hours a day, 365 days a year for all assigned or attached soldiers while deployed in support of the 3rd SFG (A). Upon notification, respond, coordinate, assist and track MEDEVAC of an injured, wounded, or ill member to the nearest acceptable medical treatment facility. If necessary, coordinate, assist, and track MEDEVAC of injured, wounded, or ill member back to medical treatment facility in Europe or the United States. The contractor shall use any MEDEVAC of 3rd SFG(A) member in advertising or testimonials. Air Ambulance Provider Criteria will include a FAA part 135 Air Taxi Certificate with Air Ambulance Endorsement or International equivalent, state licensing when require, adequate insurance for the Aircarft/Crew and Medical personnel (CAMTS) certification!! 17(vi). The government will make a determination of best value based on the evaluation factors cited. Price is the most important, evacuation coverage is slightly more important then experience and past performance and experience and past performance is slightly more important then communications!! 17(x).
