COMMERCE BUSINESS DAILY ISSUE OF AUGUST 17,1999 PSA#2411EVALUATION OF WALK-THRU METAL AND HAND-HELD METAL DETECTORS The
Department of Justice, Federal Bureau of Prisons (FBOP) would like to
evaluate commercially available walk-thru metal and hand-held metal
detectors. The purpose of the evaluation will be to test the detectors
against the newly proposed National Institute of Justice(NIJ)
walk-thru and hand-held metal detector standards that are being
developed for NIJ by the the National Institute of Standards and
Technology(NIST), Office of the Law Enforcement Standards(OLES). The
tests will be conducted by a Cartesian robotic system which consists of
three orthogonal axis units with independent motion control. The tests
will be conducted in order to determine the effectiveness and
applicability of the new standards for law enforcement and corrections.
The test results will not be used by the FBOP to determine any
eligibility of any make or model of detector for future award,
contract, or purchase. All test data will be kept confidential and will
only be released back to NIST/OLES who will be responsible for usingthe
data in helping to establish the new NIJ standards. However, the FBOP
may use the data gained from the test to assist in developing a broad
based knowledge of pulsed and/or continuous wave detection and single
zone versus multi-zone technologies and their associated performances
under these new proposed test standards. All manufacturers and/or
vendors interested in providing their detectors to FBOP for evalution,
at no cost to the FBOP including the delivery and pick-up the
equipments, should contact John Ely, Security Specialist, FBOP at (202)
307-3191 within 30 days of this CBD announcement to arrange for
delivery schedules, setup, and pick-up when the tests are complete. All
manufactures/vendors shall submit a Return Authorization Number along
with pre-paid shipping information so that FBOP can return the
equipments on a timely manner after the test is complete. All the
testing will be conducted at the FBOP's Central Office at 500 First
Street, NW, Washington, D.C. 20534. The FBOP expects to begin testing
in the month of October, 1999 through November, 1999 time frame.
Testing should take approximately one week for each walk-thru detector
and the whole walk-thru testing program should be completed within
three months depending on how many detectors are provided by the
manufacturers and/or vendors. The hand-held detectors test should be
relatively quick and will be conducted simuntaneously with the
