D -- FEDERAL INFORMATION PROCESSING (FIP) SERVICES AND SUPPORT SERVICES SOL GSC-TFMG-99-3010 DUE 093099 POC Ms. Simone Cyr, Contract Specialist, (703) 605-9881 or Ms. Karen Smith, Contracting Officer, (703) 605-9877 GSA, Office of Information Technology Integration, FEDSIM Contracting Center (TFMG) on behalf of the U.S. Army Corps of Engineers, Center for Public Works, intends to solicit a Request for Proposal (RFP) for Federal Information Processing (FIP) Service and Support. Some of the characteristics of this procurement are as follows: the incremental technical enhancement and sustainment engineering of automated systems such as the Real Property Planning and Analysis System (RPLANS), HQRPLANS, the Desktop Resource for Real Property (DR-REAL) and the Facility Planning System (FPS); and functional analyses that pertain to Department of the Army (DA) Real Property and Master Planning; supporting facilities management, engineering and manpower analyses as they pertain to the DA's Installation Management Program Objective Memorandum (POM) and Base Realignment and Closure (BRAC) activities. Technical support requires extensive worldwide data collection consisting of facilities engineering, manpower, equipment, and operational data from field units; and processing and manipulating the data through applications developed and customized by a private business for the DA. Applications consist primarily of programming codes developed in Fortran, C, and C++, Delphi, Oracle SQL*PLUS, Oracle PRO*C. Additional technical support requires in-depth analysis and validation of generated reports, and further rigorous testing by functional experts and automated test tools (the test tools currently used are proprietary tools). Validated results serve as an authoritarian Army source for Installation Management POM and BRAC recommendations. This procurement will support Army Installation Management requirements and provide support to the U.S. Army Corps of Engineers for on-going master Planning and Real Property Management. The contractor must adhere to strict facility management schedules which necessitate a thorough knowledge and experience of Army systems that support Army stationing and installation planning, facility planning, Real Property planning, military housing operations and management and manpower allocation.
