address the attainment of clean-air standards in the South Coast Air
Basin, the South Coast Air Quality Mangement District (SCAQMD) adopted
a Clean Fuels Program and established the Technology Advancement
Office in 1988. Its purpose is to assist industry in the rapid
development of progressively lower emitting technologies and fuels
through an innovative public-private partnership. The SCAQMD Technology
Advancement office cosponsors low- and zero-emitting clean-fuel
technolgy development and demonstration projects with private industry,
technology developers, and local, state and federal agencies. This
public-private partnership has enable the SCAQMD to highly leverage its
public funds with outside investment. Pre-proposals for technology
research, development and demonstration projects are solicited in the
following areas: 1. Fuel cells in transportation applications including
fuel storaage, processing and infrastructure; 2. Low-emission
heavy-duty alternative fuel engines; 3. Electric and hybrid-electric
vehicle technologies including, recharging and energy storage; 4.
Off-road vehicle and equipment applications of alternative fuel and
electric technologies. Successful projects are expected to range from
$100,000 to $1,000,000 in SCAQMD funding. The SCAQMD seeks a minimum of
50% project cost sharing. Pre-proposals ar due October 29, 1999. See
