NASA Langley Research Center plans to issue a Request for Offer (RFO) to Design, Furnish, and Install a 12.5 Megawatt Power Supply System for the Mach 10/Mach 6 Heaters. The Contractor shall provide a completely Designed, Furnished, and Installed (DFI) Power Supply System for the MACH 10/MACH 6 Heaters. The Contractor shall perform the Power Supply System replacement as a "Turnkey" project, providing all materials, labor, and resources to engineer, design, procure, fabricate, inspect, test, deliver, install, commission, and document the complete new Power Supply System. The work includes, but is not limited to, the following: (1) Project management including management plans, schedules, submittals, progress meetings, and progress reports; (2) Engineering and design, including studies, calculations, analyses, drawings, specifications, and test plans; (3) High voltage electrical feeder cable modifications; (4) Modifications to the existing transformer protective relaying; (5) Filter network, including capacitors, inductors, switching devices, grounding switches, and factory tests; (6)Thyristor based adjustable output Power Supply, including switchgear, grounding devices, cooling system, instrumentation and controls, and factory tests; (7) Tunnel interface controls, including control panels, devices, and interfaces to existing controls systems; (8) Site construction, including demolition of existing office area, modifications to existing air switches, modifications to existing cooling water system, and installation of new Power Supply equipment; (9) Power Supply System commissioning, including component and subsystem testing, integrated no load tests, heater and controls operational tests, and load tests. The Government intends to acquire a commercial item using FAR Part 12. The SIC Code and Size Standard are 3612 and 750, respectively. The DPAS Rating for this procurement is DO-C3. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-13. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about August 27, 1999 with an anticipated offer due date of on or about September 27, 1999. An ombudsman has been appointed -- See Internet Note "B".
