This notice is a combined synopsis/Request for Quotation (RFQ) for
commercial items prepared in accordance with the format in FAR subpart
12.6, as supplemented with additional information included in this
notice. Quotes are solicited with this notice. A written quotation will
not be issued. The quotation document and incorporated provisions and
clauses are those in effect through the Federal Acquisition Circular
(FAC) 97-11. The Television-Audio Support Activity proposes to procure
the following two (2) each Video Editing System, consisting of: Avid
MCXPRESS NT/RT-TARGA 2000 RTX Video Editing system, ultra-wide SCSI
removable hard drives, 8 inch color monitor, video recorder/reproducer,
Nicad batteries and charger and hard carrying cases for system
components; four (4) each Video Acquisition Systems, consisting of:
camcorder kit, serial component generator, serial digital analyzer,
digital audio analyzer/generator, microphones, headphones, tripod,
batteries and charger, power supply, and miscellaneous cable, lamps,
filters and cases; four (4 each Audio Acquisition systems, consisting
of: audio cassette recorder/reproducer, receiver, transmitters,
microphones, and miscellaneous cables and grips; one (1) Lighting
System, consisting of: studio light system, halogen lights, barndoor
frame, light filter set, and miscellaneous cables, batteries, chargers,
and lamps; and three (3) Video Production Editing Systems, consisting
of : Avid luggable digital non-linear video editing systems
(MCX-LUG-RXT-36GB), removable 18GB SCSI hard drives, 8 inch color
monitor, digital recorder/player, portable SP BETA recorder/player, VHS
video cassette recorder, miscellaneous batteries, cables, microphones,
speakers, manuals and cases. The systems will be FOB Destination:
USPFO, Atlanta, Georgia and 302nd Public Affairs Detachment, Bell CA.
Requested delivery time is 30-45 days. Partial or incremental
deliveries of systems components will not be authorized. Individual
systems must be shipped complete. Split awards may result from this
solicitation, if determined to be in the best interests of the
Government, price and other factors considered. However, awards will be
made only upon the basis of complete systems (e.g. Video Acquisition
System, etc.) Components that comprise the individual systems will not
be awarded individually. Interested offerors may review and download

make reference to quotation number MDA112-99-Q-0176. The provisions at
FAR 52.212-1 Instructions to Offerors-Commercial Items, and 52.212-2,
Evaluation-Commercial Items apply to this acquisition. The SIC Code
for this acquisition is 3663, size standard 750 employees. The
evaluation criteria for this solicitation will consist of technical
capability of the offeror to meet the agency requirement, price and
past performance. Technical capability is more important than past
performance and technical capability and past performance, when
combined, are more important than price. Offerors are requested to
provide a minimum of three (3) contract references to enable evaluation
of past performance. To be eligible to receive an award resulting from
this quotation, contractor must be registered with the Central
Contractor Registration (CCR) database, NO EXCEPTIONS. In order to
register, you may apply through the internet at

Bradstreet) number in order to apply. Verification of CCR registration
must accompany your quote. Offerors shall include a completed copy of
the provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror

Clauses 52.212-4, Contract Terms and Conditions-Commercial Items and
52-212-5, Contract Terms and Conditions Required to Implement Statues
or Executive Orders-Commercial Items, apply to this acquisition. Text

submitted by 1:00 PM PDT, September 3, 1999. Failure to provide any of
the required documents referenced in this notice may render your quote
