project consists of the design and construction of a new pilot training
range in Southern Idaho near Mountain Home AFB, ID. The pilot training
range will include a number of elements to be used as targets and for
support functions. The project may include, but is not be limited to,
the following: 1. fourteen (14) 1/4-acre emitter sites, to include
60-foot radius gravel parking areas with provisions for the grounding
of mobile equipment, and associated access roads. 2. ten (10) 1-acre
emitter sites, to include gravelled areas with provisions for grounding
mobile equipment, a 40SM utility building, provisions for utilities
(power/water) where commercial sources are unavailable, and associated
access roads. 3. mock drop-target sites, including a 30-acre site
designed to resemble an industrial complex from the air, and a site
designed to resemble an array of anti-aircraft surface-to-air missiles.
4. mock no-drop target sites including two (2) 5-acre sites also
designed to resemble small industrial complexes, and another 5-acre
site designed to resemble an anti-aircraft radar warning installation.
5. a supporting maintenance complex facility, a 600SM facility
including a vehicle maintenance bay, radio and communications rooms,
office space, and fire lookout tower. The complex shall also have a
fueling station and water tanks for range fire-fighting water storage.
Design of the range elements shall conform to the previously prepared
Environmental Impact Statement, and to negotiated agreements with a
number of local parties of interest, including but not limited to the
Bureau of Land Management, state and local agencies, Native-American
and environmental interests, and local ranching operations. It is
imperative that design and construction shall have an absolutely
minimal impact to the surrounding environment. The project shall span
two (2) fiscal years of construction: a base year with an estimated
value between $10 million and $15 million, and an option year with an
estimated value between $10 million and $15 million. This solicitation
will be conducted in two phases. In Phase One (Pre-Qualification),
submittals will be evaluated to determine which offerors may submit
proposals for Phase Two. Up to five (5) firms will be pre-qualified to
participate in Phase Two. The Pre-Qualification Notice for this
project will be posted at:

1999 with response due on or about 5 Oct 1999. The Notice will include
the pre-qualification evaluation factors and submittal instructions.
Any subsequent revisions to the notice will be shown on the referenced
Internet website. The Government will not mail, fax, or e-mail the
Pre- Qualification Notice. Offerors are responsible for checking the
referenced page for any update(s) to the Notice. The website is

Standard Industrial classification Code is 1542. Project is open to
both large and small business. If you are a large business and your
proposal will exceed $1 million, you will be required to submit a
subcontracting plan. For the purposes of this procurement, a concern is
considered a small business if its annual average gross revenue taken
