existing contract DTFR53-94-C-00017 a modification with ENSCO Inc.,
Springfield VA. for the extension of T-10 operations and maintenance
support to cover the period October 1, 1999 through December 1, 2000.
The circumstances permitting Other Than Full and Open Competition is
the authority of FAR 6.302-1, "Only One Responsible Source and No Other
Source Will Satisfy Agency Requirements." This requirement is
considered sole source because the FRA plans to take the aging T-10
vehicle permanently out of service in December 2000, and the expense
and delays associated with transition of the vehicle to another firm
during this period would impractical. A new generation vehicle,
currently in production, will replace T-10 with operations scheduled to
begin December 2000. The new vehicle (T-CAR)will be competed on a full
and open competition basis, and the RFP for operation and maintenance
of this vehicle will be released in April 2000. It is also planned
that a synopsis of theT-CAR operations and maintenance requirement will
