Health Care Financing Administration has a requirement to procure a
commercially available, fully functional, web-based healthcare
analytical application for the purpose of analyzing inpatient Medicare
claims data for all Medicare-certified hospitals. This analytical
application will be based on best business practices in the healthcare
industry and access a data mart populated from a severity-adjusted and
edited/audited HCFA MedPAR (Uniform Billing 92 format) database. This
data mart will be used to demonstrate the strategic uses of HCFA data
and will be used as an example of the best practices in the private
sector regarding deriving Business Intelligence' from HCFA data. The
purchase order will be a firm fixed price for the licensing of the
MedPAR analytical data mart application. Customization of the web-based
healthcare analytical application and underlying data mart based on
HCFA project requirements and installation onto HCFA infrastructure is
to be completed within 45 calendar days. The contractor must install
the product on site at the HCFA Data Center. Vendors are asked to
provide a working example of an internet enabled data mart containing
HCFA MedPar data. This data mart will be used to demonstrate the
strategic uses of HCFA data and will be used as an example of the best
practices in the private sector regarding deriving Business
Intelligence' from HCFA data. HCFA intends to develop an analytical
application that will serve as an Internet-based Information Portal
Demonstration for presentation to HCFA management and staff to
demonstrate the feasibility and utility of a centralized internet
information portal into HCFA's data marts, decision support systems, an
executive information system, and the meta data repository. The
Information Portal will also be used as an aid to elicit business
requirements from the user community. To assist in this development
effort, HCFA seeks to team with a contractor that can provide a
commercially available, fully functional, web-based healthcare
analytical application for the purpose of analyzing inpatient Medicare
claims data for all Medicare-certified hospitals. This analytical
application will be based on best business practices in the healthcare
industry and access a data mart populated from a severity-adjusted and
edited/audited HCFA MedPAR (Uniform Billing 92 format) database. The
application must have a web-based, integrated tool-set that has been
tested and implemented for use by healthcare professionals in at least
one commercial settings. Additional credit will be given to vendors
with more than one implementation in a commercial setting. The
web-based application shall provide functionality for several users
with at least 50 views of the data. Additional credit will be given to
vendors with a web-based application providing functionality for many
simultaneous users to analyze the MedPAR data via standard reports for
at least 200 views. The application must support adhoc queries.
Additional credit will be given contractors whom provide comparative
peer benchmarks (by hospital bed size, ownership type, and region).
Additional credit will also be given to vendors supplying the ability
to 1) include value-added fields to the data mart that present Medicare
case severity, mortality (risk-adjusted), complications
(risk-adjusted), and hospital-specific cost to charge ratio
calculations. The data mart must allow for custom analyses of the
database. Extra credit will be given to vendors that permit custom
analyses without special programming assistance. The data mart must
contain two continuous years of HCFA public-use MedPAR data and include
cost and utilization data for Medicare patients hospitalized during the
federal fiscal year period beginning October 1, 1997 and ending
September 30, 1998. Extra credit will be given to vendors that can
provide three continuous years of MedPar data. The vendor must assist
HCFA staff to install the data mart and application software onto HCFA
infrastructure, and train HCFA staff in using the data mart
application; assist inthe development of an Information Portal
Demonstration Customization and modification of the web-based
healthcare analytical application and underlying data mart based on
HCFA project requirements; assist HCFA technical staff to install the
data mart and application software onto HCFA infrastructure; assist in
the training of HCFA staff in using the data mart application; assist
in introducing the data mart to various organizational units within
HCFA, including senior level management. The vendor must provide HCFA
with access to the severity-adjusted and edited/audited HCFA MedPAR
(Uniform Billing 92 format) data within 20 days of contract award.
Offerors must prove that there product meets the definition of a

award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered. The
following factors shall be used to evaluate offers: Technical Ability
(as expressed through the Technical Proposal) and Price. Technical
Ability is more important than price. (b) A written notice of award or
acceptance of an offer, mailed or otherwise furnished to the
successful offeror within the time for acceptance specified in the
offer, shall result in a binding contract without further action by
either party. Before the offer's specified expiration time, the
Government may accept an offer (or part of an offer), whether or not
there are negotiations after its receipt, unless a written notice of
withdrawal is received before award. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitues the
only solicitation; proposals are being requested and a written
solicitation will not be issue. The solicitation number 500-99-dartmart
is issued as a request for proposal. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-12. All offerors must include a completed copy
of of the provisions at 52.212-3, Offeror Representations and
