The Standards Reference Materials Program of the National Institute of Standards and Technology (NIST) has a requirement for replacement software to run its core business functions including inventory and control functions, and order entry for sales and distribution of Standard Reference Materials. The software shall be open database connectivity (ODBC) compliant; shall run natively on an IBM AS400, Model 70; shall be web enabled and shall process bar coded materials. NIST shall be allowed to purchase the source code for all modules and be allowed to change this code, as NIST requires. Annual maintenance shall be optional. The Request for Quotation will include the additional specifications. The Government anticipates that a modified commercial off-the-shelf software package can fulfill its needs. Therefore, this is an acquisition of commercial items under FAR Part 12 and the Request for Quotation is being issued utilizing FAR Part 13, Simplified Acquisition Procedures. Required delivery of basic software package is FOB Destination (Gaithersburg, MD) by December 31, 1999. Additional delivery date information will be specified in the Request for Quotation. The Government anticipates the award of a firm-fixed price purchase order. The Request for Quotation package will be issued on or about August 15, 1999 with quotes due within 15 calendar days.
