This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This notice is being issued as a Request for Offer (RFO) for a Metricon Model 2010 Prism Coupler or equal, quantity of 1 which shall meet the following salient characteristics: 1) Metricon Model 2010 prism coupler or equal to determine the index of refraction (n) and extinction coefficient (k) of substrates and thin films. 2) Index of refraction, extinction coefficient and thickness of thin (< 2 microns) and thick (> 2 microns) films determined without advance knowledge of film thickness or index of refraction. 3) Device shall provide routine index of refraction and extinction coefficient accuracy of 1 0.001 and routine resolution of index of refraction and extinction coefficient to 1 0.0005 . 4) Device shall determine film thickness to an accuracy of 1 0.5% and have a resolution of 1 0.3%. 5) Device shall measure thickness, index of refraction and extinction coefficient for each film in dual film structures. 6) Device shall provide highly accurate measurement of index of refraction and extinction coefficient in bulk or substrate materials. 7) Device shall be capable of measuring the index of refraction of substrates and films having an index of refratction from 1.4 -- 2.45. 8) Device shall provide rapid (~20 second) characterization of thin films or diffused optical waveguides (n,k results). 9) Device shall have a PC and PC-based controller. 10) Device shall graphically display data in real-time. 11) Device shall have optical interrogation laser sources at 400, 633, and 980 nm. 12) Device shall measure independently the thickness, index of refraction and extinction coefficient of a thin film,provided the film thickness is sufficient to support two or more propagation modes. 13) Device shall measure the index of refraction, extinction coefficient, and thickness of dual film layers, provided the upper film index is greater than that of the lower film. 14) Device shall measure the index of refraction, extinction coefficient, and thickness of photoresist after each processing step and measure the changes in these values during each step (pre-bake, exposure, development, post-bake). 15) Device shall calculate the effective index of a waveguide. 16) Device shall measure the thickness, index of refraction and extinction coefficient of thin films on transparent substrates. 17) Device shall measure index of refraction and extinction coefficient of bulk materials, without the use of index matching fluid. 18) Device software shall indicate the validity of the measurements. 19) Device shall not require prior knowledge of the material to be studied. 20) Device shall provide easy measurement of anisotropy/birefringence. 21) Device shall not exceed fifty (50) pounds in weight. 22) Device shall be a table-top unit, not exceeding two feet (2') wide by two feet (2') long by (2') high. The provisions and clauses in the RFQ are those in effect through FAC 97-13. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 3827 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135 is required within 75 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offerors for the items(s) described above are due by 4:30 p.m. August 18, 1999 and may be mailed or faxed to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135, Attention Marilyn D. Stolz, MS 500-306 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.
