The data purchased with the RTCSU is Level I, which does not provide sufficient information to seek competitive bids. As such, specifications, plans and/or drawings relating to the procurement described are not available and cannot be furnished by the Government at this time. The statutory authority for Other Than Full and Open Competition is 10 USC 2034(C)(1), only one responsible source. The applicable SIC is 3812; the size standard is 750.
