Air Systems Command (NAVAIR) is conducting a full and open competition
for a Vertical Take Off and Landing Tactical Unmanned Aerial Vehicle
(VTUAV). The VTUAV will provide an Intelligence, Surveillance, and
Reconnaissance capability to support littoral operations. NAVAIR
intends to award a cost plus incentive fee/award fee contract which
consists of an Engineering and Manufacturing Development (EMD) phase
with three options for Low Rate Initial Production (LRIP) VTUAV
Systems. The EMD phase will consist of line items for one EMD VTUAV
System, technical manuals, operations security program, operational and
maintenance training, pre-operational support, and the attendant
technical, logistics, and financial data. The first LRIP option will
consist of one Marine Corps VTUAV System, support equipment and tools,
technical manuals, initial training for fielding, and the attendant
technical, logistics, and financial data. The second LRIP option will
consist of one Navy VTUAV System, support equipmentand tools, technical
manual updates, one VTUAV Navy sea-based guidance control station with
installation, initial training for fielding, and the attendant
technical, logistics, and financial data. The third LRIP option will
consist of one VTUAV System for Naval Air Maintenance Training, support
equipment and tools, a physical configuration audit, and the attendant
financial data. The proposal will be submitted in phases beginning on
30 September 1999 and concluding on 29 October 1999. The proposal
submission schedule is subject to change depending upon the exact date
of RFP release. The official proposal submittal schedule can be found
at Section L provision L-10. NAVAIR will only release the
solicitation/RFP, including any subsequent amendments, over the
Internet. NAVAIR will post the solicitation/RFP on the NAVAIR Homepage
on or about 31 August 1999. The RFP will not be posted on any other
WEB site. The NAVAIR Homepage is located at http://www.navair.navy.mil/
and can be accessed using Netscape Navigator or Internet Explorer. To
access the VTUAV RFP, select "Business", then "Doing Business with Us",
and then "Open Solicitations" under the heading entitled "Doing
Business with the Naval Air Systems Command". The VTUAV RFP will be
listed under N00019-99-R-1591. Questions on the VTUAV RFP may be
