a sole source basis to the University of Texas, MD Anderson Cancer
Center, 1515 Holcombe Boulevard, Houston, Texas, 77030 to provide
animal husbandry for chimpanzees used in AIDS and other Biomedical
Research. The period of performance shall be for one twelve (12) month
period, with options to renew for four (4) successive twelve (12)
month periods. It is believed that the University of Texas, MD Anderson
Cancer Center is the sole source for this requirement under the
authority of FAR 6.302-1 (Only One Responsible Source and No Other
Supplies or Services will Satisfy Agency Requirements) because of the
following: The first contract for this requirement was awarded by full
and open competition on September 30, 1988 to the University of Texas,
M.D. Anderson Cancer Center for five (5) years. The current contract
was awarded by full and open competition on September 27,1994 to the
University of Texas, M.D. Anderson Cancer Center for five (5) years.
The solicitation to the current contract awarded September 27, 1994 was
issued to ten (10) sources. Only one proposal was received from the
University of Texas, M.D. Anderson Cancer Center, the incumbent
contractor. As a result of the above, the reasons for other than full
and open competition include the need for continuity of operation of a
chimpanzee holding colony including scientific continuity,
psychological and social well being of the animals. These are highly
sensitive, intelligent and valuable research animals whose well being
and value to science must be foremost in award of a contract with a
contractor who has demonstrated the highest level of care. The
contractor (MD Anderson Cancer Center, University of Texas) has the
ability to provide training, psychological enrichment, scientific
support, and the ability to house chimpanzees in large, stable social
groups in an indoor/outdoor environment which no other vendor can do.
In addition, disruption to the social structure can result in undue
animal stress with potential resultant disease, morbidity, or mortality
resulting in loss of valuable research subjects. Interested parties may
identify their interest and capability to respond to the requirement or
submit proposals. This notice of intent is not a request for
competitive proposals. However, all proposals received within 45 days
after publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
