66 -- LABORATORY EQUIPMENT DUE 082399 POC Vica Mowery, Contract Specialist, 972-308-1974 The Internal Revenue Service intends to award a Purchase Order on a sole-source basis to Foster & Freeman, LTD., 25 Swan Lane, Evesham, Worchestershire, WR11 4PE, UK. Foster & Freeman, LTD will provide the following equipment and services: 1 each of the VSC-2000 Document Examination workstation (installation and training included). The VSC-2000 is the state-of-the-art system providing the widest range of capabilities of any of the systems previously on the market. The VSC-2000 system will include the following unique features and capabilities: 1. Full color and infrared imaging -- both an infrared sensitive video camera and a high-resolution CCD color video camera are utilized. 2. Extended light and filter range -- UV lamps for visible luminescence, halogen lamp for IR luminescence, visible/IR lamps for both reflected and transmitted light exams, coaxial lighting for reflective images and oblique lighting for indentations and embossings. 3. Image integration and magnification -- 14 half step integration intervals, from 0.2s to 20s, enable the amplification to vary weak luminescence. 4. Color measurement -- color comparisons done by measuring the tristimulus color coordinates. 5. Microspectrometry -- quantitative spectral information of reflectrance, transmittance, absorption & luminescence of ink and papers over a range of 400 to 1000nm. 6. Automatic operation -- system will automatically scan. 7. On-screen digital controls -- operate either using on-screen menus or a conventional control panel. 8. Data management -- images, spectra, color coordinates & chromaticity diagrams can be achieved with note files for instant recall. Two images simultaneously with live image. Any image can be printed. 9. External video camera signal -- can be interfaced with any external equipment that generates a video signal. 10. Installation and on-site training to be provided.
