Furnish all labor, equipment, and materials to repair interior telephone wiring, to include telephone jacks, in all Family Housing Quarters on Fort Hood, Texas on a requirements basis for a base period of approximately one year and four one-year option periods. Work consists of providing all personnel, materials, tools, and equipment for installation of telephone extension lines and complete repairs, including replacement of interior telephone wire and telephone jacks when required. Award of this solicitation is anticipated to be made to Sprint/Centel since they have the responsibility for repair of the telephone system up to the quarters. In order to prevent delays in repairs, confusion, and possibly service charges for site visits to determine that problems with the telephone service are within the interior wiring rather than with the exterior equipment, Sprint/Centel is the only responsible source who can meet our requirement. However, other interested sources may obtain a copy of the solicitation if their request is received in writing. The SIC code is 4813 and the small business size standard is 1500 employees. This requirement is considered to be commercial in nature. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and 13.501(a)(ii) as modified to reflect an acquisition under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). Interested persons may identify their interest and capability to respond to the reequirement or submit offers. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solelyfor the purpose of determining whether to conduct a competitive procurement.
