66 -- AUTOMATIC BOMB CALORIMETER SOL 24-3K47-99 DUE 082799 POC Karen Chapman, Contract Specialist, (301)504-5073 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 24-3K47-99, and is issued as a Request for Quotation. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-12. The standard industrial classification code is 3821, with a small business standard of 500 employees. This solicitation is unrestricted. Delivery Schedule: Two to four weeks after receipt of order. Shipped F.O.B. Destination with inside delivery to the U.S. Department of Agriculture, Nutrient Conservation and Metabolism Lab., Beltsville, Maryland. The U.S. Department of Agriculture intends to award contract on a sole source basis to Preiser Scientific, Inc., St. Albans, WV. The automatic bomb calorimeter system is used in the determination of gross energy values for feed, feces, urine, and milk to support the data base on energy metabolism in dairy and beef cattle. The only fully automated calorimeter is manufactured by Parr Instrument Company, Moline, IL. Preiser Scientific, Inc. Is the only supplier authorized by Parr Instrument Company to install the automatic bomb calorimeter system and provide the proper training on the system. The existing system is a manual oxygen bomb calorimeter (Parr Instrument Company model 1241). In order to maintain a continuous uninterrupted scientific data base, it is imperative that the instrument uses the same technologies for parameter measurements. This can only be assured by acquiring an updated Parr Instrument Company calorimeter system. A calorimeter system other than one manufactured by Parr Instrument Company would require a substantial amount of time for validation studies and would require a large number of samples to be re-analyzed using a new system. This RFQ for the automatic bomb calorimeter system, including installation and training, [one to two days in duration on proper use and preventive maintenance techniques], contains five items as follows: 1) Calorimeter 1271, catalog number 90-4069-01, one each; 2) Expansion Module (Extra work Station) Model 1272, catalog number 90-4069-10, one each; 3) Extra Oxygen Bomb Model 1131, catalog number 90-4069-11, one each; 4) Spare Parts Kit Model 1279, catalog number 90-4069-15, one each; 5) O'ring, catalog number 90-4069-16, one each. In paragraph (b) of 52.512-5 the following apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-34. 52.222-70 COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999)(DEVIATION)(USDA). (a) The offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212(d) (i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212(d). (b) An offeror who checks "has not" may not be awarded a contract until the required report is filed. CONTRACT PAYMENTS (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) Electronic Funds Transfer compliance with 31 CFR 208. To facilitate EFT for contract payments, FAR clause 52.232-34 and 52.232-35 (31 CFR Part 208) requires the submission of information by the contractor to the payment office. Upon award, the contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Program (VXP), which will result in a number being assigned to the contractor for payment under EFT. All offerors must include completed copies of 52.512-3 (Representations and Certification), 52.222-70 (Compliance with Veterans Employment Reporting Requirements).
