Officer (919)541-0377 The NIEHS is interested in obtaining the
reconsoling of 500 MHZ NMR spectrometers, the possibility of purchasing
a 600 MHZ spectrometers indicated in 8 above, plus other possible
options as described below. This is a combined synopsis/solicitation
for commercial items, and is prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The Request for Proposal (RFP) number is 273-99-P-0024 and
incorporates provisions and clauses through FAC 97-12. The solicitation
is not set aside and is under SIC 3826, 500 employees. Delivery must be
made within 90 days after award of contract. The NIEHS may purchase one
or any combination of the following. Statement of Work; possible
options of the reconsole of 500 MHZ spectrometers and/or purchase of a
new 600 MHZ spectrometer are as follows: Option 1: Reconsole of Unity
500 NMR spectrometer (no trade-in). Replace a Unity 500 NMR console
with a new, complete, state-of-the-art three radio frequency (RF)
channel 500 MHZ NMR console which will be interfaced with an 11.75
Tesla, 51 mm room temperature bore, Oxford magnet (cryostat #
DLN0300/14/5). The console must be equipped to carry out the latest
state-of-the-art multidimensional NMR experiments for protein structure
determination, equivalent to those in Varians latest ProteinPack
software package, and be up gradable to 8 RF channels and 4 receiver
channels. The console must have the same specifications as a new Varian
Unity Inova 500 console, or equivalent. The console must be equipped
with: 1) a state-of-the-art 1H{13C, 15N} triple resonance probe with
z-gradient capability, having resolution, line shape, and sensitivity
specifications given below; 2) the equivalent of Varian s 40 channel
Ultra nmr shims, capable of achieving the resolution and line shape
specifications given below; 3) a complete magnet interface; 4) a
variable temperature controller, with temperature range of -150 C to
200 C, settable in 0.1 C steps, with 0.1 C stability. 5) Latest version
of NMR software. The three RE channels will consist of one 1H RF
channel (frequency range of 499.5-500.5, 0.1 Hz resolution), equipped
with a state-of-the-art waveform generator, and one fullband RF channel
(frequency range of 12-609.5 MHZ, 0.1 Hz resolution at 12-310 MHZ, 0.2
Hz resolution at 310-609.5 MHZ), equipped with a state-of-the-art
waveform generator, and one broadband RF channel (frequency range of
12-309.5 MHZ, 0.1 Hz resolution). The combination 1H{130, 15N} triple
resonance probe with z-gradient, RE system, 1H/19F GaAs FET
preamplifier/receiver system, and 40 channel Ultra nmr shims, or
equivalent must demonstrate the following minimum specifications:

Varian Unity Inova console, or equivalent. The existing 4 channel
Unityp/us 500 console contains 2 highband/lowband AMT amplifiers, 2
fullband RF channels (12-609.5 MHZ), each equipped with waveform
generators, utilizing 2 PTS 620 synthesizers, and 2 broadband
(12-309.5) RE channels, utilizing 2 PTS 320 synthesizers. The Unityp/us
500 console upgrade must include: 1) replacement of 1H and 19F
preamplifier with high sensitivity, low noise GaAs FET preamplifier; 2)
upgrade 28 channel Super Shims to 40 channel Ultra nmr shims; 3)
upgrade console-to-magnet interface to be consistent with a
state-of-the-art Varian Unity nova console. The fully upgraded console
must have the capability of achieving the same probe specifications
with a state-of-the-art 1H{13C, 15N} triple resonance z-gradient probe
as given in Option 1. Option 3: Option 2 plus upgrade of Unityplus 400
to state-of-the-art Varian Unity Inova 400, or equivalent. The existing
2 RF channel Unityplus 400 console contains one highband/lowband AMT
amplifier, one 1H RF channel (399.5-400.5 MHZ), and one fullband (1
2-489.5 MHZ), utilizing one PTS 500 synthesizer. Option 4: Purchase of
a two RF channel 600 MHZ NMR spectrometer. Instrument should have two
RF channels and be capable of modern NMR experiments used for the
elucidation of the structure of complex molecules. Spectrometer should
be up gradable to 8 RF channels, gradients, etc. System should include
one 1H{13C, 15N}triple resonance probe with z-gradient capability, and
latest version of appropriate NMR software. Option 5: Option 4 plus
trade-in of existing 2 RF channel Unity 500 NMR spectrometer, including
11.75 Tesla, 51 mm room temperature bore, Oxford magnet (cryostat #
DLNO300/07/1). The existing 2 channel Unity 500 console contains 1
highband/lowband AMT amplifiers, 2 fullband RF channels (12-500 MHZ),
each equipped with waveform generators, utilizing 2 PTS 500
synthesizers. Option 6: Option 4 plus trade-in of existing Unityp/us
500 NMR spectrometer, including 11 .75 Tesla, 51 mm room temperature
bore, Oxford magnet (cryostat # DLNO300/38/1), equipped with TMC
vibration isolation legs. The existing 4 channel Unityplus 500 console
contains 2 highband/l6wband AMT amplifiers, 2 fullband RF channels
(12-609.5 MHZ), each equipped with waveform generators, utilizing 2 PTS
620 synthesizers, and 2 broadband (12-309.5) RF channels, utilizing 2
PTS 320 synthesizers. The spectrometer is equipped with Varian s 28
channel Super Shim RT shims. In this case, the 600 MHZ spectrometer
must be similarly equipped, including TMC legs, 4 RF channels,
z-gradient capability and requires one 1H{13C, 15N} triple resonance
probe with z-gradient, with the same specifications given in Option 1,
with the exception that the 1H 0.1% EB sensitivity should be 1200/1,
with a Wilmad 535-PP tube. Technical Evaluation Criteria The technical
evaluation will be based on four criteria- 1) technical experience of
the offeror (40 points); 2) system performance as judged by spectra
provided by the offeror (40 points); 3) compatibility with existing
systems (1 0 points); 4) NM R service and support record of the offeror
(10 points), as described below: a. Technical Experience (Technical
maturity, and Technical Stability of the Offeror, Product, and
Personnel) -- 40 points; The technical maturity and stability of the
Contractor, product, and product line proposed will be evaluated to
assure that a high level of technical excellence will be given to the
purchase, installation, training, and to the service to be provided
under the warranty requirement. The offeror should provide information
with regard to similar instruments in the field, including current
user lists, to demonstrate experience in delivering a product that
meets requirements for state-of-the-art NMR spectroscopy as described
in this solicitation. b. System Performance -- 40 points; The
performance of all spectrometers, upgrades, reconsoles, etc. will be
evaluated based on the tests described in: J. B. Vaughn and P. L.
Kuhns, "How to Write Specifications, Do Demonstrations and Evaluate NMR
Spectrometers: Spectroscopy 10, 36-40; 1995 where applicable (clearly,
configurations lacking gradients will not be evaluated for gradient
performance, etc.) Sensitivity tests involving state-of-the-art triple
resonance probe, GaAs FET preamplifier, and 40 channel shim sets,
should reflect an increase in signal-to-noise ratio on the order of
33%, over those specified in the above article, consistent with
improvements in NMR technology since 1995 and given ir the technical
specifications. In addition, vendor should provide WET and/or WATERGATE
NOESY spectra of 1 mM ubiquitin in 90% H20 or equivalent protein,
obtained on representative NMR spectrometer. Vendor should provide
instrument/console/upgrade specifications plus data obtained following
as many of the tests included in the above article as possible. c.
Compatibility with existing systems -- 1 0 points; The offeror shall be
evaluated on the overall compatibility of the components with the
existing Oxford 11.75 T magnet, such that the Government is insured a
completely compatible system. In the case of the Unity Plus to INOVA
upgrades, compatibility with existing Varian NMR console is required.
Compatibility with available Varian software will also be considered.
d. Instrument service record -- 10 points; The offeror shall be
evaluated on the quality of service provided for instrument repair and
maintenance. Factors considered include: location of service personnel
in or near the RTP area; data provided by the offeror indicating the
satisfaction of other users with the service support for NMR
spectrometers. Price will not be evaluated. However, if two or more
offers are within seven points of each other, they will be considered
technically equal and the lowest priced offer will be receive the
award. Offers shall include a completed copy of the certifications at
52.212-3, Offeror Representations and Certifications-Commercial Items
(June 1999) with offers. Clause 52.212-4, Contract Terms and
Conditions-Commercial Items (May 1999) applies. The following sections
of 52.212-5, Contract Terms to Implement Executive Orders-Commercial
Items (May 1999) apply 1, 5, 11-13 + 23. The successful offeror shall
provide training to selected NIEHS employees. There are no numbered
