Center (SMC)/Specialized Contracts Office (AXC) invites prospective
contractors to participate in SMC/AXC_s Industry Day/Pre-Proposal
Conference to be held on Tuesday, 24 August 1999, from 0800 -- 1600 (8
A.M. to 4 P.M.) at the Aerospace Corporation, 2350 E. El Segundo
Blvd., El Segundo, CA, 90245-4691, in Bldg. A-1, Room 1062. The purpose
of this meeting is to provide industry with information and to solicit
industry feedback on the pending Draft Request For Quotation (RFQ) for
SMC_s approach to fulfilling its centralized Financial Advisory and
Assistance Services (A&AS) requirements. It is SMC/AXC_s intent to
issue multiple BPAs incorporating the GSA Federal Supply Schedule (FSS)
70 (Information Technology (IT)). The Standard Industrial Code
(SIC)-4813, Communication and Subgroup, Telephone Communication (which
includes Satellite Facilities and defines a small business as 1500
employees) will be applicable to this effort. For this effort (FASS)
BPAs will only be issued to Small Businesses. SMC/AXC recommends that
contractors form teaming relationships for this effort. In order to be
a _team_ member each contractor must have a GSA FSS. This requirement
is for the acquisition of services and support covering the following
10 Competencies; Cost Estimating, Cost-Related Research, Training,
Acquisition Reports, Commitment/Obligation/Expenditure Reconciliation,
Earned Value Analysis, Market Analysis/Priced Based Acquisition,
Activity Based Costing/Management (ABC/M), Total Ownership Cost (TOC),
and Scheduling. The Draft RFQ will be posted on the SMC homepage under
_Business Opportunities_ at

August 1999. Request interested parties review Draft RFQ and provide
questions to Janice.Smets@LOSANGELES.AF.MIL by 1700 (5 P.M.), 20 August
1999. The morning session is a combined meeting covering SMC_s
Technical and Financial Advisory and Assistance Services (A&AS) Support
requirements. For this morning session, contractor attendance will be
limited to 2 people from each prospective contractor. (Note: For the
morning session, the Conference Room Occupancy is limited to 200
people. So attendance will be based upon a first-come, first served
basis). The afternoon session will be separated into Technical and
Financial unique meetings, which will be held concurrently in separate
conference rooms. For these afternoon sessions, contractor attendance
will be limited to 2 people from each prospective contractor at each
meeting (Technical and/or Financial). Prospective contractors may
attend both afternoon sessions. Please provide your name, company,

This invitation to participate in the Industry Day/Pre-Proposal
Conference does not constitute a request for bid or a request for
quotation. The information presented herein will not obligate the
Government in any manner. The Government will not reimburse the
attendees for any cost associated with participation and is under no
obligation to award any related contract/agreement associated with this
