R -- PROVIDE ASSISTANCE TO SUPPORT THE ONGOING IMPLEMENTATION OF THE STRATEGIC WORK INFORMATION AND FOLDER TRANSFER SYSTEM. POC Point of Contact: Ms. Gaynel M. The Department of Health and Human Services intends to negotiate with Prescience Systems Corporation, 2815 Bree Hill Road, Oakton, Virginia 22124, on a sole source basis under the authority of FAR 6.302-1 to award a contract to provide the assistance required by the DHHS Immediate Office of the Secretary to support the ongoing implementation of the Strategic Work Information and Folder Transfer (SWIFT) System. SWIFT is an electronic document management system being used by the Immediate Office of the Secretary for correspondence management, calendar/schedule management, regulatory issuance control, briefing coordination, tasking and assignment and their related management reports. The Prescience Systems Corporation staff developed and customized the SWIFT System utilizing the following commercial off the shelf (COTS) products: Eastman Software WorkFolder for Microsoft Exchange (WFX), Eastman Software Document Manager for Microsoft Exchange (DMX), Eastman Software Imaging Professional and Metrics Center. Prescience Systems Corporation is an authorized Eastman solution provider for the DMX and WFX suite and is experienced in customizing the suite for a correspondence environment. Several custom components were developed to provide functionality not found in the COTS products listed above. These custom components were developed by Prescience Systems Corporation in Microsoft's Visual Basic. The effort will involve providing on-site support for the on-going implementation as well as the operation, implementation and maintenance of the System, including Day One (January 1st, 2000) system monitoring and testing. The purpose of this synopsis is to determine whether there may be other small business sources with the requisite qualifications to perform the work described above. Any organization capable of performing similar services should submit information regarding standard fees for professional labor and a statement of capabilities with documentation supporting its ability to meet the Government's requirements as described above.
