Health Resources and Services Administration (HRSA) intends to
negotiate on a SOLE-SOURCE basis with the Urban Institute, Health
Policy Center, 2100 M Street, NW, Washington, DC 20037 to develop a
funding methodology(s) to allocate total funding for programs in Part
B, C, and D of Title VIII of the Public Health Service Act; to provide
leadership and technical assistance to advisory board(s) that will be
convened to consider the methodology options; to describe sources of
available data to be used to implement the methodology; and to provide
an implementation plan and an impact assessment plan. The Urban
Institute is deemed the only responsible source capable of providing
the required work and services. The period of performance is six
months. This announcement is for information only. A Justification for
Other Than Full and Open Competition is on file. The award shall be
