solicitation seeking full and open competition which will result in a
Cost Plus Fixed Fee Contract. Solicitation Number F30602-99-R-0178,
entitled, " AIR FORCE INTELLIGENCE REQUIREMENTS ENGINEERING (AFIRE),
POC, Bonnie L. Goetz, Contract Specialist, 315-330-2008; Dennis Jones,
Program Manager, 315-330-4489. This will be a (60) month effort to
provide system engineering and integration management to support the
Air Force (AF) Intelligence mission in the National Capitol Region
(NCR), and to develop a program plan to respond to GPRA and ITMRA
requirements. The scope of which is to maintain and develop DoD
Intelligence capabilities for the Unified and Specified Commands (and
subordinate units), the U.S. Intelligence Community and AFRL. Technical
activities will include, but not be limited to: requirements
definition/analysis, systems engineering, integration management,
quality control, familiarization, integration/interoperability testing,
security, system operation/administration and system testing. Operate
and administer the AF Intelligence Networks in the NCR. The RFP will be
released no sooner than 99AUG31. Foreign participation is excluded at
the prime contractor level. Top Secret and SCI clearances will be
required for performance. Source Selection criteria will be set in
Section M of the solicitation. This solicitation is not classified. The
Request for Proposal will be available electronically on the World Wide

containing technical information relating to this acquisition is
available for review by potential offerors at Air Force Research
Laboratory/IFEB, Bldg. 240, 32 Brooks Road, Rome, NY 13441-4114.
Appointments for access may be made by contacting Dennis Jones or
Melvin Manor, 315-330-4489 or 315-330-3304 at least 2 (two) business
days in advance. The library contains technical data subject to export
control. Prior to review, potential offerors must submit a copy of an
approved DD Form 2345, "Military Critical Technical Data Agreement",
along with a letter from the Data Custodian designated on that form,
authorizing access by whomever will be reviewing the library, to ATTN:
Dennis Jones, Air Force Research Laboratory/IFEB, Bldg. 240, 32 Brooks
Road, Rome, NY 13441-4114, or faxed to his/her attention at
315-330-3913. The successful contractor may receive and/or generate
technical data subject to export control in the performance of the
contract. Therefore, prospective offerors must provide a completed and
approved DD Form 2345 which certifies the offeror is on the Certified
Contractors Access List (CCAL) or the offeror is seeking application
to CCAL. The successful offeror must have a completed and approved DD
Form 2345 prior to award. For further information on CCAL, contact the
Defense Logistic Service Center at 1-800-352-3572. An Ombudsman has
been appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be "significant
concerns" and should be communicated directly to the Contracting
Officer, Arnold J. Kloven, Jr., 315-330-4767. The purpose of the
Ombudsman is not to diminish the authority of the contracting officer
or program manager, but to communicate contractor concerns, issues,
disagreements and recommendations to the appropriate Government
personnel. The Ombudsman for this acquisition is Vincent Palmiero,
Deputy Chief, Contracting Division, at 315-330-7747. When requested,
the Ombudsman will maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. The Ombudsman should only
be contacted with issues or problems that have been previously brought
to the attention of the Contract Specialist/Contracting Officer and
could not be satisfactorily resolved at that level. See Numbered Note
