Fleet and Industrial Supply Center San Diego, CA has a requirement for publication and distribution of a bi-monthly Civilian Enterprise (CE) U.S. Navy newspaper entitled, "Flying `K'" for Naval Air Station Kingsville, TX. All proceeds from the sale of advertisements shall belong to the publisher, who shall look exclusively to such advertising for all publishing costs and profits, of which shall constitute consideration. The contract shall be for a base period of two (2) years and provides for two (2) two-year option periods for a total of six (6) years. It must be noted that CE contracts are not subject to Federal Acquisition Regulations (FAR) or the Defense Federal Acquisition Regulation Supplement (DFARS), since they are based on an exception to the Government Printing and Binding Regulations published by the Congressional Joint Committee on Printing.
