This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number is DADA09- 99-Q-0657 and is issued as a Request for Quotations (RFQ). The RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 97-12. This will be a firm-fixed price contract for the acquisition of one (1) Hacker-Meisei RCM3660 Robot CoverSlipping Machine (brand name or equal). The following are the minimum essential salient characteristics: Must be fully automated; must utilize glass coverslips; must be self-enclosed; must accept all sizes of commercially available coverglass; must be capable of recycling xylene. Unless visibly marked that the vendor is quoting an "equal", the offered item will be considered the brand name product as referenced in this announcement. If offering an "equal" product, the brand name of the product furnished shall be clearly identified on the quote. The evaluation of quotes and the determination as to equality of the product will be the responsibility of the Government and will be based on information provided by the vendors. The Government is not responsible for locating or securing any information which is not identified in the quotation and considered reasonable to the contracting activity. To insure that sufficient information is available, the vendor must furnish as part of their quote all descriptive material necessary for the contracting activity to determine whether the product meets this requirement. Vendors proposing to modify a product to make it conform to the requirements of this announcement shall include a clear description of the proposed modification and clearly mark any descriptive material to show proposed modification. Delivery is required within 45 days after award to Brooke Army Medical Center, Materiel Branch Warehouse, Bldg. 3600, Ft. Sam Houston, TX 78234-6200; FOB Destination. The commercial item FAR clauses and provisions applicable to this requirement are 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5. FAR provision 52.212-1, Instructions to Offerors -- Commercial Items, applies with the following exception: paragraphs (h) and (i) of this provision do not apply. The following factors will be used to evaluate quotes: technical capability, past performance and price. For selection purposes, technical, price and past performance are essentially equal in importance. Offerors shall provide a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -- Commercial Items, with their quote. Offerors that fail to furnish required Representations and Certifications, or reject the terms and conditions of the solicitation may be excluded from consideration. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies including 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-33. DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies including: 252.225-7001, 252.225-7012, and 252.225-7036. This acquisition is unrestricted. The standard industrial classification (SIC) Code is 3821, and the small business size standard is 500 employees. All responsible sources may submit a quote which will be considered by the Government. Quotes must be received not later than 3:00 pm local time on 20 August 1999. To be eligible to receive an award resulting from this solicitation, the contractor must be registered in the DOD Central Contractor Registration (CCR) database. In addition, offerors shall submit a listing of at least three customers, with phone numbers, that have purchased the same or similar items from the offeror as required by this solicitation.
