via e-mail, bowlesbl@bragg.army.mil. The U.S. Army, Fort Bragg, North
Carolina seeks to identify responsible sources who are interested in
entering into Basic Ordering Agreements (BOAs) for the supply and
delivery of Natural Gas. It is the Army's intent to issue BOAs to
multiple Gas Providers/Marketers for the supply and delivery of natural
gas. The BOAs will apply only to natural gas delivered to North
Carolina Natural Gas (NCNG) Station 65 of the Transco Interstate
Pipeline for final delivery to the Fort Bragg Military Reservation. On
a monthly basis, a Government representative will be provided an
estimated required amount of natural gas for use by Fort Bragg for the
following month. The Government representative will obtain pricing
from the BOA holders for the required quantity of natural gas. BOA
Holders will quote a price per Decatherm (Dt) and the quantity
available for the month identified. The quoted price will include all
charges to include: commodity, interstate transportation and shrinkage,
all applicable fees and taxes. If the BOA Holder cannot provide the
full amount requested, the BOA Holder may provide the Government
Representative with a unit price for the amount of natural gas
available. The Government representative will place an order with the
BOA Holder providing the lowest quote. A multiple award will be
considered when it is cost efficient to place partial orders with more
than one BOA Holder. These BOAs will be in place for one year, at
which time, the process will be reviewed and renewed, through formal
competitive procedures in accordance with the Federal Acquisition
Regulation, if it is found advantageous to the U.S. Government to do
so. This announcement is NOT a formal solicitation and is NOT a request
for proposal. Availability of any formal solicitation will be announced
separately. This synopsis is for information and planning purposes ONLY
and is not to be construed as a commitment by the Government. The
purpose of this effort is to take advantage of the price fluctuation of
gas prices in the commodity market.Firms responding should indicate
whether they are a small business (S), a small disadvantaged business
(SDB), small woman-owned business (WO), or large business (L). Each
response must reference the sources sought title. Information submitted
should describe the contractor's capability and/or past experience in
performing the described services and will be used to develop a source
of potential proposers for possible future Basic Ordering Agreements.
