Systems Agency (DISA) intends to issue a competitive solicitation for
Technical Support to the Joint Interoperability and Engineering
Organization in performing nuclear C3 systems operational assessment
tasking. All responses from responsible sources will be fully
considered. The primary purpose of the program is to test the nuclear
C3 system to establish a quantitative system-wide performance baseline,
conduct trend analysis, integrate new C3 systems into the nuclear c3
system, identify system deficiencies, recommend solutions and verify
the effectiveness of corrective actions, recommend and develop
procedures in order to improve overall system performance. The
contractor will design, develop, and conduct recurring operational
assessments to assist in determining, in a quantitative manner, the
operational capabilities of the nuclear C3 system. The successful
offeror will be required to provide support in two defined task areas,
Polo Hat Strategic Assessment and Polo Hat TheatreOperational
Assessment, in addition to a third task dealing with technical tests
(operational, technical and replication). Contractor personnel who work
with test development and/or test data results and analysis shall
require TOP SECRET clearances and be eligible for Special Clearance
Investigation for SCI access upon award of contract. The nature of the
support requires the contractor to have resident core technical staff
comprised of systems analysts, Information Technology (IT) experts,
operations experts, and communications experts with experience in the
test and evaluation of nuclear C3 systems, to include test design,
systems analysis, IT software and data base design and analysis, and
end-to-end performance analysis reporting. Additionally, the technical
staff shall have experience in at least landline telecommunications,
satellite communications and operations, radio operations for both
strategic and theatre communications systems. Due to the amount of
coordination necessary, at least 90% of the contractor's management and
technical support must be performed in the Washington, DC, metropolitan
area. It is anticipated that there will be a base contract period of
twelve months with four 12-month options to be included for a total
performance period of 60 months. The Government estimates that
approximately 288 technical staff months (TSMs) of effort will be
required each year. A reading room has been established for prospective
offerors to review appropriate reference documents. The minimum
clearance required for access will be SECRET. Detailed information
regarding the Reading Room will be in the Request for Proposal. RFP
