This is a brand name or equal combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N62604-99-Q-8000 is issued as a request for quotations (RFQ). This solicitation is being conducted under Simplifed Acquisition Procedures (SAP). This acquisition is 100% Set Aside for Small Business. The standard classification code is 3143, small business size standard is 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11 and Defense Acquisition Circular 98-08. The 20th Naval Construction Regiment located at Gulfport, MS has a requirement for 750 PR Cold Weather Safety Boots, Matterhorn Cold Weather Boot or equal, in various sizes. The boots shall be military style, black leather, lace up boot, 10" height. The boot shall have the following characteristics: leather comfort collar, full grain water resistant leather, Cambrelle (or comparable) lining, Thinsulate (or comparable) insulation, Gore-Tex bootie, cushioned insole, steel shank. Boot must meet ANSI Z41PT91 MI/75 C/75 specification for non-metallic safety toe. The following solicitation provisions are hereby incorporated by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items. There is an addendum to paragraph (h) in this provision. FAR 52.212-2, Evaluation -- Commercial Items: The government will award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation that will be the best value to the Government, considering factors will be technical capability of offered items to meet agency requirement, price, and past performance. The Government reserves the right to make award on the initial offer received without discussions. The Government reserves the right to eliminate from further consideration those proposals which are considered non-responsive.
