Standards and Technology intends to negotiate on a sole source basis
with Standards & Poor's Compustat, P.O. Box 80-2542, Chicago, IL
60680-2542, under the authority of FAR Part 13.501(a) "Sole Source
Acquisitions" for the renewal of the subscription to the network
version of Standard & Poor's "Compustat PC Plus" Windows based database
on behalf of the U.S. Department of Commerce, Technology
Competitiveness Staff. This database is used to assess the R&D
investment by U.S. industry over time and permits the rapid
extrapolation of trends in critical industries, which is essential to
the assessment of competitive performance. Compustat standardization of
financial data is an important feature in that it ensures meaningful
comparisons of company and industry performance over time and across
industries. "PC Plus" provides the necessary wide range of
company-based information in a timely fashion that is rapidly
accessible and easily aggregated into desired industry groups for
Office of Technology Policy (OTP) analysis. "PC Plus" software allows
immediate access to such essential data as R&D expenditures, sales,
exports, employee numbers, inventory, investments, and plants and
equipment which can be combined in ratios on a monthly, yearly, or
multi-year basis. The Government anticipates the award of a firm-fixed
price purchase order. The period of performance for this requirement
is a base period of 9/21/99-9/20/00 and four (4) option periods of 12
months each. Written responses to this synopsis shall contain
sufficient documentation to establish a bonafide capability to fulfill
the requirement. A solicitation is not available. A determination by
the Government not to compete this proposed order based upon responses
to this notice is solely within the discretion of the Government.
